City of Carlinville City Council met Dec. 6.

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Attorney Joe Craven, City Clerk Carla Brockmeier, Police Chief Haley, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held, Brian Zilm Economic Development, Zoning, Grant Writing
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.
Approval of Bills - Motion made to approve bills by Alderman Link, seconded Harber, motion passed unanimously.
Correspondence
Carlinville Police Commissioners Correspondence – Police Commissioners made a recommendation to hire Ronald Hannig as a full-time police officer, a motion was made to accept by Alderman Ober, seconded by McClain, motion passed unanimously.
Public Comment - None
Old Business
IARWC Update – An update regarding the IARWC was provided by Joe Direso, Representative of IARWC. The update was provided in the packet and read by the mayor. Major points being officers were elected and cost contributions of potential members.
Senergy Sub-Contract Public Safety Center – Motion was made to accept Senergy Proposal for a base bid of $123,755.00 for IT work at the new Public Safety Center by Alderman Ober, seconded by LeVora, motion passed unanimously.
Illini Tech Quote Public Safety Center – Motion was made to accept quote prepared by Illini Tech for $10,340.00 for IT work at the new Public Safety Center by Alderman Ober, seconded by LeVora, motion passed unanimously.
New Business
Eagle Scout Proclamation – Eli Wade Ratcliff – mayor read and presented proclamation to Eli Ratcliff for work done at St. Paul’s Church for his Eagle Scout project.
Appointment to Tourism Committee – Motion was made to confirm the mayor’s appointment of Jessica Koegler to the Tourism Committee by Alderman Downey, seconded by McClain, motion passed unanimously.
Lake Lease Transfer – Radcliff to Deal – Motion was made to approve lake lease transfer from Radcliff to Deal by Alderman Koller, seconded by Harber, motion passed unanimously.
Woodard and Curran Annual Report Presentation – Dan Held, Greg Frieden and Jake Durbin from Woodard and Curran presented the Woodard and Curran Annual Report. They highlighted many projects that were completed at the waste water treatment plant, the water treatment plant and what the street department has completed for the year. Greg went over the budget numbers for the past 5 years.
City/Wilson Cabin Lease – Motion was made to approve the lease transfer from the City of Carlinville to Wilson by Alderman Koller, seconded by LeVora, motion passed unanimously. Discussion took place regarding the council approval of the sale of the cabin at 16910 Briarwood, motion was then made by Alderman McClain to approve the lease transfer once confirmation of sale was confirmed seconded by Koller, motion passed unanimously. We will place ratification of sale of the cabin on the next agenda.
Christmas Eve – Alderman Ober – Alderman Ober made a motion to allow closure of city hall on December 23, 2021 at noon, or 4 – 6 hours of time off allowance for the police department, seconded by Downey, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 7:05 p.m., seconded by Koller motion passed unanimously.
