City of Litchfield City Council met Jan. 6.

Here are the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency_

Mayor Steven Dougherty called the Regular Meeting to order at 6. 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Mark Brown, Dave Hollo, Timothy Wright (remote), Kassidy Paine, Woodrow Street and Ray Kellenberger remote). Absent: Marilyn Sisson. The mayor declared that a quorum was present.

Promotion

Following a brief introduction by Chief Kenny Ryker, Quincy Fergusson was sworn in as a Police Sargeant by City Clerk Carol Burke.

Other Business:

Alderperson Street made a motion, seconded by Alderperson Gerl to accept the minutes from the December 16, 2021 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderperson Brown made a motion, seconded by Alderperson Gerl to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll.

The Mayor directed a roll call vote_

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

New Business:

Economic Development:

Alderperson Kellenberger made a motion, seconded by Alderperson Paine to approve a Resolution of Support and Commitment of local funds for the Illinois Department of Commerce and Economic Opportunity Rebuild Downtowns and Main Streets Capital Grant application and authorize the Mayor to sign the application documents

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Streets:

Alderperson Paine made a motion, seconded by Alderperson Hollo to approve Pay Request# 3 from Rooters Asphalt, Inc. for the amount of $25,715.00 for work performed on Weir Street and authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Police Department:

Alderperson Wright made a motion, seconded by Alderperson Street to approve an ordinance allowing the installation of stop signs at the intersection of Van Buren Street and Ryder Street, stopping traffic traveling north or south on Van Buren Street.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderperson Wright made a motion, seconded by Alderperson Brown to approve the purchase of a 2021 Ford F150 Extended Cab from Morrow Brothers Ford under the State Bid in the amount of $31,785 and to authorize the City Clerk to issue a check for the purchase.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Wastewater Treatment:

Alderperson Gerl made a motion, seconded by Alderperson Hollo to solicit bids for the replacement of approximately 120, 000 square feet of Fabric (liner) for the first flush and surge basin lagoon, for the Wastewater Treatment Facility.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderperson Gerl made a motion, seconded by Alderperson Hollo to approve Pay Request# 1 from Haier Plumbing, Inc. for$ 99,382. 58 for work completed on the Lake Sewer Project and authorize the City Clerk to issue a check contingent on final review and engineer' s approval.

The Mayor directed a roll call vote.

Nay: None.

Absent: Sisson.

Motion carried.

Alderperon Gerl made a motion, seconded by Alderperson Paine to approve the application and certificate for payment to Korte Luitjohan, for pay application No: 3, for an amount of 51, 432.93 for the wastewater treatment facilities chemical Feed Improvement Project, and to authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderperson Gerl made a motion, seconded by Alderperson Brown to approve the application and certificate for payment to Korte Luitjohan, for pay application No. 4, for an amount of 111, 659.22 for the wastewater treatment facilities chemical Feed Improvement Project, and to authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Gerl to approve a seventh amendment to the operating agreement with Grand Rental for boat rental services at Lake Lou Yaeger.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderperson Hollo made a motion seconded by Alderperson Brown to approve a proposal from CMT for$ 59,000.00 for engineering services for the 16th Avenue Sediment Basin which is Phase 2 of the Lake Yaeger Watershed Implementation Project and authorize the Mayor to sign the agreement contingent upon completion of the land swap.

The Mayor directed a roll call vote.

Nay: None.

Absent: Sisson.

Motion carried.

Water:

Alderperson Hollo made a motion, seconded by Alderperson Gerl to repair one of the filter turbidimeters by Hach Company for a cost not to exceed $ 2, 200 and to have the city clerk cut a check upon satisfactory completion.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Administration:

Mayor Dougherty announced that the due date for the additional ward inspections would be extended till March 1. These inspections would include all items not covered in the first round such as tarps on roofs, plywood on windows, porches that are down. He said that the first round resulted in a long list of violations and that letters requesting compliance would be sent out in the near future. He reminded the Council that the goal is compliance from the residents, not penalizing the residents.

Mayor Dougherty asked each alderperson if they would be willing to inspect the wards in this second round, and all indicated that they would be willing. There was brief discussion after which City Administrator Flannery stated that grant funds will pay for the demolition of 8 houses in the near future and that another four will be after that. She also shared that a$ 500,000 grant had been awarded that would assist multiple households in the community who had applied for the assistance.

Executive Session:

Alderperson Brown made a motion, seconded by Alderperson Gerl to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 51LCS 120/ 2( 2)( C)( 1).

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Executive Session was entered into at 7: 05 p.m.

Alderperson Brown made a motion, seconded by Alderperson Gerl to return to open session at 7: 19 p.m.

The Mayor directed a roll call vote.

Nay: None.

Absent: Sisson.

Motion carried.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Paine to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 20 p.m.
