City of Carlinville City Council met Feb. 7.
Here are the minutes provided by the council:
PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Mayor Sarah Oswald, Deputy City Clerk Julie Stults, City Treasurer Jody Reichmann, Police Chief Haley, Public Works Director Dan Held, and Brian Zilm Zoning/Economic Dev/Grant Writing
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.
Approval of Bills - Motion made to approve reports and bills by Alderman Harber, seconded Wagstaff, motion passed unanimously.

Public Comment
Alderman Downey let the City Council know he will have the procedure policy manual on the next agenda so they should review it prior to that.
Dan Held, Public Works Director wanted to inform the City Council of several things during this past week’s snow storm. He stated the week’s lake lease reads that the City of Carlinville is not responsible for plowing the lanes and that with the amount of snow we had they could not read the water meters so they will be estimated. Dan also wanted to formally apologize to the Eastland subdivision for not plowing until Friday afternoon.
Old Business
Letter Agreement Between the City of Carlinville and Matthew Hampton: Motion to approve the letter agreement with Matthew Hampton to mow and bail the property owned by the City of Carlinville made by Alderman Harber, seconded McClain, motion passed unanimously.
New Business
Appointment of Chas Swearingen to Tree City: Mayor Oswald stated that Mary Tinder resigned from Trees City committee and Mayor Oswald is appointing Chas Swearingen. Motion to approve by Alderman Wagstaff, second by Ober, motion passed unanimously.
Lake Manager Position: Mayor Oswald appointed John Watermeier as the new Lake Manager. Motion to approve by Alderman Koller, second by McClain, motion passed unanimously.
Rezone Property 231 Oak Street: Zoning Administrator Brian Zilm made a recommendation from the Zoning Committee that the property at 231 Oak Street be rezoned neighborhood commercial. Motion to approve to rezone 231 Oak Street to neighborhood commercial by Alderman Levora, seconded by Harber, motion passed unanimously.
LPR Camera Purchase: Chief Haley would like to purchase two more LPR cameras in the amount of $20,632.00. He received donations from business owners in town that want to stay anonymous to cover all but $1,532.00. He would like approve to purchase the two cameras and take the $1,532.00 out of his equipment budget. Motion to approve the purchase of two LPR cameras made by Alderman Downey and seconded by Ober, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 6:14 p.m., seconded by Koller motion passed unanimously.
