City of Carlinville City Council met Feb. 21.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Mayor Sarah Oswald, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Haley, Brian Zilm Zoning/Economic Dev/Grant Writing, Woodard and Curran Representative Dan Held

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.

Approval of Treasurers Report/Police Report/Bills - Motion was made to approve all reports by Alderman Koller, seconded Link, motion passed unanimously.

Correspondence - None

Public Comment

Alderman Ober remined the public of Code Red and Nixle, which are two ways to receive notifications from the city. Both can be accessed online.

Dan Held announced that we will be opening the gate at the street shed for disposal of yard waste on March 15.

Old Business

IARWC Update – Informational only, no action.

Personnel Policy Manual – Motion was made to approve the personnel policy manual by Alderman Downey, seconded by Harber, motion passed unanimously. The attorney has reviewed. This policy is required by our insurance company.

New Business

Annual Fee Gaming License – Finance Committee brought the recommendation to the council to raise video gaming licenses from $25.00 to $125.00 per machine, a motion was made by Alderman Ober to raise the license, seconded by Koller, motion passed unanimously. The state gave authority to municipalities to raise the licenses to a limit of $250.00.

Woodard & Curran Contract Extension – Woodard & Curran’s contract expires at the end of April, Alderman Downey made a motion to extend their O & M contract for $2,436,037.00 for an additional 5 years, motion was seconded by Alderman Link, motion passed unanimously.

Approval of Electrical Bid for New Camping Spots – Motion was made by Alderman Harber to approve electrical bid from Mitchell Brothers Electric for work at the campground in the amount of $10,580.00, seconded by LeVora, motion passed unanimously.

Dispatch ADA Furniture for New Public Safety Building – Motion was made by Alderman Ober to approve quote from Global Technical Systems for ADA dispatch furniture for the new Public Safety Center in the amount of $47,960.00, seconded by LeVora, motion passed unanimously. Half will be paid in this fiscal year, half in the next fiscal year.

Motion to adjourn was made by Alderman Downey at 6:21 p.m., seconded by Koller motion passed unanimously.
