Macoupin County Finance Committee met Jan. 6.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Thomas, Dragovich, Heuer, Kiel, Duncan, Reinhart

ABSENT: Armour, Payne

II. AGENDA ITEMS

1. Matt Gazda - Work Comp

Matt Gazda was unable to attend the meeting so he would provide an update at a later meeting.

2. Quarterly Review of Work Comp and Liability Insurance

The quarterly review of work comp and liability insurance was passed out and reviewed. There hadn't been many claims made during that period.

3. American Rescue Plan Update

Duncan passed out the second round of eligibility consultant review. The officials and department heads had also received copies of the answers to their requests. There was a discussion about the eligibility requirements and lost revenue.

Duncan said he thought it would be smart for the committee to try and sit down and create some type of framework for how the money would be spent. Since we have 8 million, create a guideline that said 2 million would go to building maintenance, 2 million to broadband, etc, however the Board would like to try and get the start of a plan on it next month.

4. Update on Audit and Lease Requirement for Future Audits

Clerk Duncan said the auditors had been to the county and were nearing completion of the audit. They would potentially be presenting in February but it might be March before they could come. The one thing Duncan wanted to bring to the committee's attention was there was a new standard in terms of leases that would require the auditors to have a copy of all leases. Duncan said that officials and department heads would need to provide his office a copy of their leases when they enter it so that it could easily be provided to the auditors.

5. Update on Financial Software and Payroll Processing Switch

Duncan said the new financial software had been implemented at the beginning of December. As the Treasurer's office had some staffing issues at that time, they were unable to be trained at that time. Now that they have caught up on bank reconciliation, Duncan is spending time trying to get the Treasurer's office trained up.

Duncan also said this would be the first payroll with Gucciardo CPA processing the payment of the payroll. So far, everything is going pretty well and he was pleased with the process.

6. New State Mandate RE: Election Law and Costs

Duncan said that the state had created a permanent vote by mail option for voters. Voters can apply and automatically receive a mail ballot each election until they request to be removed, their registration changes, or they move out of Macoupin. There is a new unfunded mandate though as all voters have to be mailed an application before the general election and consolidated election. Based on the vote by mail application mailed out last year, this would be about $26,000 in total additional spending that the state is not currently offering funding for, as they did in 2020. There was no action to take tonight, just wanted the committee to be aware as this wasn't budgeted for this year.
