1. Kent Tarro - Public Health
Tiburzi and Crabill with Public Health presented on the Private Sewage Ordinance amendment. After discussions with Board members, they had made a few changes. They removed the sampling requirement and also made it clear and concise that 1 soil analysis is required for all private sewage disposal system installs. Board members thanked them for working with them to get the ordinance in line.

1. Accept Resignation of Bill Harding from the County Board
Motion by Quarton, seconded by Armour to accept the resignation of Bill Harding from the County Board.

Schmidt said this was putting Stayton on the same committees that Harding had served on. He expected to bring back updated committee assignments at next month's meeting and was also proposing dissolving the executive committee and having general administrative assume those duties. As that would require a rule change, it requires 10 day written notice which could be met for the February Board meeting. There was also discussion about the Environmental/Health committee as it hadn't met in some time. That was to be included in the rule change as well.
4. Appoint John Fassero to the Unit 7 Fire District to fill the unexpired term of Ed Dippold ending April 30, 2022
Motion by Acord, seconded by Armour to approve the appointment of John Fassero to the Unit 7 Fire District to fill the unexpired term of Ed Dippold.

Duncan said this was the annual requirement to appoint FOIA officers for 2022, which were mainly the officials or department heads.

Schmidt said that this was what Public Health had discussed earlier in the night and asked if there was any other discussion.

XIII. NEW BUSINESS
1. OSHA Standard on COVID Vaccines and Testing for Employees
State's Attorney Garrison said that he believed the Supreme Court would stay the mandate on Thursday. If that were the case, there would be no need to take an action. If the Court did not, Garrison would draft a policy for the Board.
2. Citizen's Guide to County Government 2022
Clerk Duncan said this was the annual requirement that the county needed to do which provides a one stop guide for government. All officials and department heads were asked if there were any updates required for their office and this was the result.
Motion by Acord, seconded by Siegel to approve the Citizen's Guide to County Government 2022.

Clerk Duncan said that every ten years the Board has to draw terms for the upcoming 10 years as the districts could change in 10 years after the next census and redistricting. Three districts would have a 4 year term, a 4 year term, and a 2 year term; three districts would have a 4 year term, a 2 year term, and a 4 year term; and three districts would have a 2 year term, a 4 year term, and a 4 year term.
One member from each district randomly drew an envelope that contained the terms that district would have with the following results:
District 1 - 4 year, 4 year, 2 year
District 2 - 2 year, 4 year, 4 year
District 3 - 4 year, 2 year, 4 year
District 4 - 2 year, 4 year, 4 year
District 5 - 4 year, 4 year, 2 year
District 6 - 4 year, 2 year, 4 year

XV. MATTERS OF RECOGNITION
1. Recognition of Bill Harding for his service on the County Board since 1994 Chairman Schmidt presented Bill Harding with a certificate for his 28 years on the County Board and thanked him for all of his hard work. Harding thanked the Board and said he had made a lot of good friends over the years and enjoyed his time on the Board. Other Board members thanked Bill for his advice and guidance.
2. Recognition of Elsa Melford and Emma Gansz of Troop 6826 of Carlinville for earning the Girl Scout Gold Award
