Macoupin County Public Safety Committee met March 1.

1. Animal Control Operations
Kiel said that the county was in the process of updating a few things. He handed out a summary of the new fees that were passed back in September. They needed to order new forms with the new pricing on them then they should be able to get those updated. Payne said he had read what was on the county website in regards to the formation of the current setup for Animal Control and the municipalities were supposed to be paying the fees for calls, though it appeared that hadn't been happening. Kiel and Schmidt said the county was looking to reach out to all cities and villages to get everyone on the same page in terms of how those calls should be handled going forward. There was a discussion about deciding if the county should be a kill shelter or not. Schmidt and Dragovich discussed that when the fundraising was done to pay for the building of the shelter, it was promoted as a no-kill shelter and the public is against making that move
2. Resolve into Executive Session
Motion by Acord, seconded by Starr to resolve into executive session to discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employee at Animal Control at 5:35 p.m.

Kiel said they were looking into talking with a veterinary service and getting a potential contract. Starr said the department currently uses three clinics, the Macoupin Veterinary Center in Carlinville; Animal Medical Center in Litchfield, and Greenfield Veterinary Center. They were looking at maybe having a vet come in once a week or month to help cover the costs. All three vets quoted a 75 dollars an hour for 1 to 4 hours. Schmidt said this would hopefully curtail the vet costs since the budget for the fiscal year is $10,000 and halfway through the fiscal year they had already spent $15,000. Since just one animal going to vet could be around $120 to $150 so the $75 an hour seems like it would be fair cost.
Motion by Dragovich, seconded by Ibberson to try and enter into contracts with the three veterinary offices for hourly rate, number of hours and on an as needed basis.
