City of Carlinville City Council met April 18.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Mayor Sarah Oswald, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Haley, Brian Zilm Zoning/Economic Dev/Grant Writing Absent: Woodard and Curran Representative Dan Held, Alderman LeVora

Approval of Previous Minutes - Motion was made by Alderman Wagstaff to approve minutes, seconded by Ober, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Koller, seconded Link, motion passed unanimously.

Correspondence 

5th Annual Eye 5K Run/Walk – Motion was made by Alderman Harber to approve 5K Run/Walk on June 11, starting at 615 North Broad at 9:00 a.m. sponsored by Advanced Eye Care, seconded by Wagstaff, motion passed unanimously.

Brandon Lackey Correspondence- Lackey’s request to extend time for cleanup of a property deemed unsafe at 614 Elm Street was denied. A motion was made by Alderman Link to deny, seconded by Wagstaff, motion passed unanimously, the deadline for clean-up is April 20. A letter will be sent from the attorney to inform him of the decision.

Public Comment

Ron Strobeck lives near Carlinville Lake and is concerned with a dredge pond near his property. The pond owned by the City will no longer drain correctly. He has reached out to previous employees within the city with no result in taking care of the problem. Alderman Link, Chairman of Public Works Committee offered to go look at the pond.

Alderman Link spoke regarding upcoming Earth Week activities.

Alderman Ober reminded public that it is mowing season, and for residents to keep up with mowing their property.

Alderman Harber reminded the Alderman to review the preliminary budget.

New Business 

Lake Lease Transfer from Davidson to Wyhs

Lake Lease Transfer from Deal to Gonzalez

Both of the above leases were approved after a motion was made by Alderman Koller, seconded by McClain, motion passed unanimously.

Ordinance Vacating Portions of South West Street – Motion was made by Alderman Downey, seconded by Link to approve Ordinance Vacating Portion of South West Street, motion passed unanimously.

466 East Hoehn Street – Street Light/Alderman Link had a request in his ward for a street light at 466 East Hoehn, Link has talked to Ameren and they will place one on an existing pole. The charge to the city will be $9.00 per month, as is the charge for all city street lights. A motion to approve placement of street light was made by Alderman Link, seconded by Ober, motion passed unanimously.

Salaries for PT Officers/Dispatch – Motion was made to increase the part-time officers and part time dispatcher’s salaries by .50 an hour by Alderman Ober, seconded by Koller, motion passed unanimously. $18.00 without certification for part-time police, $19.00 with certification. Part time dispatchers less than one year experience $15.00, more than one year experience $16.00.

Police Chief Salary – After brief discussion, a motion was made to raise the Police Chief’s salary from $67,000.00 to $69,000.00, a 2.75% increase, by Alderman Ober, seconded by Link, motion passed 6-1, with Downey voting nay.

Amend Pay Ordinance – Changes to the pay ordinance will be sent to the city attorney to revise for a new pay ordinance to be approved by the council.

Motion to adjourn was made by Alderman Downey at 6:38 p.m., seconded by Koller motion passed unanimously.
