City of Kinmundy City Council met April 16

City of Kinmundy City Council met April 16.

Here are the minutes provided by the council:

Call to Order-The Kinmundy City Council meeting (rescheduled from Thursday, April 14, 2022), was called to order at 5:30 pm by Mayor Angie Diss, who led the council in the Pledge of Allegiance.

Roll Call-Members present were Gary Cooper, Curt Jones, and Tony Wimberly. Council members Donna Smith and Kyla Hall were absent. City Clerk Cindy Garrett swore in Corey Thompson to replace Gina Jenkins as the new council member.

Approval of bills and minutes-Motion was made by Gary Cooper and seconded by Tony Wimberly to approve the bills and minutes from the March 10, 2022 meeting. Motion carried.

Financial Report-The financial report was given by Cathy Wilkins.

Public Recognition-no one was present, but Angie Diss discussed her being contacted by Kerry Wilkinson questioning what the city is spending the boat dock fees on. He sent a photo of the edge of the lake that appears to have white foam, or something that looks like it. The council knows that when the lake was used for consumption, it was treated regularly. Now that it's not for consumption, that is no longer necessary. This will be discussed with him for clarification.

Madison Street Historic Preservation-Brenda Altadonna will be addressing the council at the May meeting. The council was shown a photo of the debris from the collapse of the front wall of bricks in the old Deadmond building.

Police Report-Officer Kevin Barry was absent. Angie Diss read his report consisting of 55 calls of varying descriptions. Gary Cooper

brought up the problem of the air conditioner behind the uptown building and its lack of protective fencing. Jake Brimberry is to seek prices for fencing, either metal or possibly privacy fencing. 

Water Report-The sidearm mower needs attention before it quits altogether. Drake Ritter is in year two of a five-year contract to mow the berms at the sewer lagoon and has offered to pay for half of the repairs. The council feels the city should be responsible for the repairs. Tony Wimberly made a motion and seconded by Gary Cooper to approve up to $2500 for repairs to the sidearm mower. Motion carried.

Generator Service Agreement-Jake has received quotes from CMC Pumps for $2700 to service all four generators. Corey Thompson feels that is expensive to change the oil, replace filters and do a load test. This will be revisited next month after obtaining more quotes.

Street Report-Travis Potter was absent. Angie Diss read his report. He supplied quotes to repair the issue at the Baldwin culvert on Hazel Street. A new culvert was $1300, or they could repair with rip-rap for $100. Motion was made by Curt Jones and seconded by Tony Wimberly to approve $100 to repair the culvert on Hazel Street between Fremont Street and South Lincoln St. Motion carried.

Road oiling quotes were presented as well. In 2021, the city spent $24,265. The quotes for 2022 ranged from $22,740 from Anderson Trucking, $26,400 from larry Heuerman, and $39,060 from lIIiana Construction. Motion was made by Curt Jones and seconded by Corey Thompson to approve awarding the road oiling bid to Anderson Trucking at a rate of $2.62/gallon for oiling and spreading, plus $5.60/ton for Brink Bros to spread rock. All is included in the total of $22,740. Motion carried.

Tree on Adams St.-Discussion surrounds the walnut tree growing in Adams St. by the Reed Garrett property. The Garretts are requesting the city to cut the tree down, but council feels if they did that for one, then other citizens would expect the same assistance with their alleys. The owners maintain it is a street and should be maintained as per the minutes of the January 11, 2007 meeting. The owner requested consideration of splitting the cost. The quotes received were from Jr's for $750 to remove everything; and Trent Pearson for $500 for just taking the tree down, not stump removal. Mr. Pearson has not furnished Angie Diss with any proof of insurance. Council feels it would not benefit the city nor is it hurting the city in any way, therefore, there was no motion made.

Committee Reports-Fi nance-none

-Buildings/Equipment-still concern over the

potholes in the roads since the grinding last fall.

-Grounds-none

Mayor's Report-City Wide Clean Up-Motion was made by Tony Wimberly and seconded by Gary Cooper to designate June 4, 2022, for City Garage Sales, and June 11, 2022 for City clean-up. Motion carried. Motion was made by Curt Jones and seconded by Corey Thompson to approve two (2) dumpsters for cleanup. Motion carried.

Wabash-We need 70-80% sign-ups for Wabash to come to Kinmundy. Council is encouraged to visit with citizens concerning this matter.

Downtown Building Loan-The balloon payment for the new downtown building is due in August but must be renewed in June. Kinmundy Bank, through Bryce Geiler has offered to refinance this loan, matching the details of the South Central Regional Planning and Development
