Macoupin County Road and Bridge Committee met April 6.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Quarton, Heuer, Wiggins, Reinhart

ABSENT: Acord, Armour, Stayton

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims 13039 through 13119 totaling $ 126,038.63 were read and the following motion was made:

Motion made by Wiggins seconded by Heuer to approve the claims and recommend payment by the full board.

RESULT: APPROVED [UNANIMOUS]

MOVER: Tony Wiggins, Member

SECONDER: Gordon Heuer, Member

AYES: Kiel, Quarton, Heuer, Wiggins

ABSENT: Acord, Armour, Stayton

III. 50/50 PETITIONS

The following 50/50 project petitions were presented:

The County’s obligation for the projects will be the “County Share” only.

Motion made by Quarton seconded by Wiggins to approve the petitions and recommend passage by the full board.

V. EXECUTIVE SESSION

1. Resolve into executive session

Motion made by Wiggins, seconded by Heuer to resolve into Executive Session at 9:22 a.m. to discuss personnel issues.

Motion made by Wiggins, seconded by Heuer to arise from Executive Session at 9:44 a.m.

4. Motion

Motion made by Wiggins, seconded by Quarton to give part-time employee Jim Lonergan a raise of $2.36/hour from $32.64/hr to $35.00/hr.

RESULT: APPROVED [UNANIMOUS]

VI. DISCUSSION

1. Road and Bridge Meeting Time

The Committee discussed the time of the Road and Bridge meetings. After a long discussion, it was decided to have the Road and Bridge meetings remain at 9:00 a.m. on the Wednesday before the County Board meeting.

2. Apex Energey Windfarm

The Committee discussed the Apex Energy Windfarm proposed in the northern townships of Scottville, North Palmyra, North Otter, and Virden. Apex will need a permit from the County and a Road Use Agreement from the County and each of the Townships. Cummins Engineering Corporation (CEC) of Springfield has assisted several counties with many windfarms in the area. They contacted Reinhart and met with Reinhart, Kiel, Quarton, and the Road Commissioners to discuss their services. CEC can also help with the permit.

Attorney Sheryl Churney has also been contacted about assisting with the Road Use Agreement. Ms. Churney assisted several townships with the Road Use Agreement for the Dakota Access Pipeline and has helped develop several Road Use Agreements for windfarms in other counties.

The Committee agreed to request direction from the whole County Board about the Road Use Agreement and the permitting process.
