City of Centralia City Council met July 11.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Councilman Castellari, Councilman Smith, & Councilman Jackson Absent: Councilman Griffin

Staff Members Present: W. Kory Smith, City Manager(attending through video conference); Andrew Thomson, City Attorney; Derek Sherman, Economic Development Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Steve Whritenour, Acting Police Department Chief; Jeff Day, Fire Department Chief; Bill Agee, City Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Spring Thomas led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

Susan & Kurt Kleinedler addressed the City Council regarding their trash not being collected on schedule in their neighborhood. She noted that she has called Republic Services repeatedly and they have continued to be skipped during collection. Mayor Kuder stated that there have been meetings with Republic Service recently and they will be meeting with them again soon to continue to address the concerns.

Shannon Cooney addressed the Council in order to thank the City for the communication, assistance and support during the recent downtown events sponsored by Crooked Creek Winery Downtown. He noted that the partnership with the local businesses, downtown businesses, and the City were on display this past weekend.

CONSENT AGENDA

A Motion was made by Councilman Smith and seconded by Councilman Jackson to Approve Items 1-5 of the Consent Agenda.

1. Approval Of The Minutes Of The June 27, 2022 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $827,612.56

3. A Resolution Approving the Temporary Closure of Various City Streets for the Centralia Summer Market on July 16, 2022

4. An Ordinance Waiving The Speed Limit On Raccoon Lake For Participants In The 2022 Boat Races

5. A Resolution Approving A Landlord’s Estoppel Certificate For A Mortgage In Reference to Lake Lease Site O-4

REPORTS AND COMMUNICATIONS

Greg Sutton from Meadow Woods Holdings, LLC provided an update on the Castle Ridge development. He stated that in August 2019 the development agreement was entered into between Meadow Woods Holdings and the City of Centralia. He reported that at that time the anticipated investment was $4.8 million, but has since privately invested over $12 million. He explained that this development has also provided over 60 jobs during construction and over 70 full and part-time operational jobs. He stated this year’s tax increment will begin to be returned to the city and will be 10 times the base tax amount. He stated that they would like to invest more into the community but to make this happen they are requesting a modification of the current development agreement. He noted the delays and issues faced during the pandemic as well as the increase in the material costs that have increased over $100 per sq. ft. He noted that the requested amendment includes revised timelines with extensions within the agreement and an increased tax increment cap from $2.5 million to $5 million. He noted that this increase will allow them to reinvest it back into the project and the community with increased tax revenue and jobs. Finally, he stated that there is an additional request for $750,000 from the tax increment for shoreline stabilization. He stated that these funds will be received from the tax increment that will be paid. He stated that they have demonstrated their commitment to economic and community development and asked that the Mayor and City Council considers the modification for further developments.

ORDINANCES

City Clerk Enke explained that this annexation is for residential property that was identified as being contiguous to the city limits but not wholly surrounded. She noted that the resident petitioned the city and the annexation was legally noticed and the taxing bodies were also notified. She stated that the benefit to the resident includes reduced water, sewer and trash rates as well as the ability to participate in the City elections. She noted that this approval by the Council is the last step prior to being recorded and noticed to the County. A motion was made by Councilman Castellari and seconded by Councilman Jackson to Approve An Ordinance Annexing Certain Real Estate To The City Of Centralia, Marion County, Illinois- 1401 S. Pine.

Ayes: Councilman Castellari, Councilman Smith, Councilman Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

UNFINISHED BUSINESS

The City Clerk stated that these sales being considered are items that were tabled from the previous meeting and they do require supermajority vote. She stated that this property was declared surplus and also required a proposal to be submitted with the bid. She explained that there were two bids received and the highest bid

is the ordinance that is being considered for approval. A motion was made by Councilman Smith and seconded by Councilman Jackson to Approve An Ordinance Accepting The Bid And Approving An Agreement For The Sale Of Certain Real Estate By The City And Authorizing Said Sale- 122 E. Broadway.

Ayes: Councilman Castellari, Councilman Smith, Councilman Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

A motion was made by Councilman Smith and seconded by Councilman Jackson to Table An Ordinance Accepting The Bid And Approving An Agreement For The Sale Of Certain Real Estate By The City And Authorizing Said Sale- 902 S. Marion.

Ayes: Councilman Smith, Councilman Jackson, and Mayor Kuder

Nays: None

Abstain: Councilman Castellari

A majority of the Council voting aye, the motion carried.

A motion was made by Councilman Jackson and seconded by Councilman Castellari to Approve An Ordinance Accepting The Bid And Approving An Agreement For The Sale Of Certain Real Estate By The City And Authorizing Said Sale- 508 & 510 E. Kell.

Ayes: Councilman Castellari, Councilman Smith, Councilman Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

A motion was made by Councilman Smith and seconded by Councilman Jackson to Approve An Ordinance Accepting The Bid And Approving An Agreement For The Sale Of Certain Real Estate By The City And Authorizing Said Sale- 2nd Addition Lot 15 Raccoon Lane.

Ayes: Councilman Castellari, Councilman Smith, Councilman Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

A motion was made by Councilman Jackson and seconded by Councilman Castellari to Approve An Ordinance Accepting The Bid And Approving An Agreement For The Sale Of Certain Real Estate By The City And Authorizing Said Sale- 1015 Franklin.

Ayes: Councilman Castellari, Councilman Smith, Councilman Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

City Manager Smith explained that this lease from the railroad that is being considered is a property that is part of the water treatment plant that is up for renewal and is essential for the operation of the plant. He explained that this is a 6 year lease that is $825 per year and then increases in two years to $950. A motion was made by Councilman Smith and seconded by Councilman Jackson to Approve An Ordinance Approving A Renewal Of A Property Lease Agreement With Illinois Central Railroad Company At The Water Filtration Plant.

Nays: None

REPORTS

City Manager Smith recognized Mark Know for a recent complement he received from a resident. Clerk Enke explained that Mark Knox, a water operator, received complement from a resident who was having issues with standing water in the their yard that he was able to assist with. He was recognized for his efforts of going above and beyond.

City Manager Smith also recognized and congratulated Hannah Shores for the turnout and response received during the grand opening of her businesses, the Barking Lot and Hair of the Dog the past weekend.

City Manager Smith also recognized the Fire and Police Department for their efforts and courageous acts during the response to the drowning at Raccoon Lake.

Councilman Smith congratulated Shannon Cooney and Crooked Creek Winery for the kickoff to their Summer Concert Series Downtown. He also congratulated the Barking Lot and Hair of the Dog for hosting a great grand opening event. Councilman Smith also reminded residents of Centralia Night at Busch Stadium and stated that tickets are still available for the event with the proceeds to fund the purchase of downtown Christmas lights.

Councilman Smith stated that he has been getting a lot of questions about the hiring of a Police Chief and hopes that they will hear more about it soon.

Councilman Smith also thanked Greg Sutton for attending the meeting and discussing his business plans.

Mayor Kuder recognized the Police Department for their efforts during the recent drowning in Racoon Lake including Acting Chief Whritenour, Detective Brandt, Officer Dukes, Officer Daley, Officer Griffin, Telecommunicator Jolliff, Telecommunicator Moss and Telecommunicator Towler, Firefighter Tate and Firefighter Orrill. He also recognized Lifestar Personnel Parson, Spicer Smith and Kleibocker

Mayor Kuder reminded residents that Summer Market is coming up on July 16th and invited everyone to take part in this growing event.

Mayor Kuder also congratulated Captain Perez and Lt. Cavaletto for their recent promotions within the Fire Department.
