Macoupin County Building and Grounds Committee met May 2.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Starr, Heuer, Ibberson, Quarton, Siegel, Duncan, Schmidt

ABSENT: Armour, Vojas

II. AGENDA ITEMS

1. Old Clinic Building North of Courthouse

Starr said there was an effort to take the old clinic down north of the Courthouse. There was an asbestos inspection report. He had found lead and asbestos that would need to be removed before the building could come down. He guessed it would cost $10,000 to $20,000 to have it removed. He could provide a list of contractors who could bid on it. There was $50,000 already budgeted for the project.

Motion by Ibberson, seconded by Siegel to seek bids on the abatement and demolition of the old clinic building.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

SECONDER: Charlie Siegel, Member

AYES: Starr, Heuer, Ibberson, Quarton, Siegel

ABSENT: Armour, Vojas

2. Courthouse Public Entrance and Handicapped Accessibility

Starr said there had been discussion previously about adding some type of handicapped accessibility entrance at the Courthouse. It had been looked at in the past but the Sheriff found it wasn't doable. Ibberson mentioned there were industrial door company out of Springfield that could probably take a look at it and see what the options were. They decided to see if that company could tell what was potential costs for next meeting.

3. American Rescue Plan Funding Building and Maintenance Requests Discussion Starr said he had been working with a company to get information back on the potential for solar panels for the jail building, the Animal Control building, and the highway department building. There was a discussion about what the potential payback would be for the project and if it would be worth it and what the benefit would be the county.

Motion by Siegel, seconded by Quarton to recommend having the architect draw up plans for the HVAC system upgrade at the Courthouse and begin seeking bids.
