City of Bunker Hill City Council met May 23

Here are the minutes provided by the council:

Mayor Chapman called the meeting to order at 5:30 P.M.

1. ROLL CALL 

Present: Mayor John Chapman, Treasurer Lisa Webb, Alderpersons Kerri Brown, Glenn Bruckert, Chelsie Householder, and Julie West, and City Clerk Heather Kraus

Absent: Rick Girth

2. PLEDGE OF ALLEGIANCE 

3. NEW BUSINESS:

A. Fourth of July Parade Ordinance- Alderperson Bruckert made the motion to accept Resolution 22-01 for the Fourth of July Parade on July 9th passed in pamphlet form. Alderperson Manar seconded the motion.

Ayes: Brown, Bruckert, Householder, West, Manar

Nays: None

Absent: Rick Girth

Motion carried.

B. Annual Budget: The Council met as a Committee of the Whole to discuss the Annual Budget. Alderpersons Bruckert and Brown led the discussion. The Council was not able to resolve the budget at this time and the budget was tabled for further discussion at future date. Treasurer Lisa Webb left the meeting at 7:35 for personal reasons.

C. Committee Appointments: Alderperson Bruckert made the motion to accept the proposed Committee assignments with two modifications. Alderperson Manar seconded the motion.

Parks and Property: Kerri Brown-Chair, Joe Manar, Julie West

Insurance and Finance: Rick Girth-Chair, Glenn Bruckert, Chelsie Householder Economic Development: Glenn Bruckert-Chair, Julie West, Chelsie Householder Labor Relations: Joe Manar-Chair, Kerri Brown

The Executive Appointments are as follows:

Mayor Pro-Tem: Kerri Brown

City Attorney: Rick Verticchio

Public Works Director: Open

ESDA: Open

Alt. Water Source/Emergency Interconnect to JCRWC: John Chapman

D. Parks Committee Recommendations:

1. Three pan sink for Concession Stand at the Mae Whitaker Park: Alderperson Brown presented a bid from DNP to install a three pan sink in the Concession Stand. She made a motion to accept the bid for $5,850. Alderperson Manar seconded the motion. Alderperson Brown suggested adding an outlet for a cash register should it be needed in the future.

2. Sidewalks around the Concession Stand at the Mae Whitaker Park: Alderperson Brown presented a bid from Kyle Connell for sidewalks around the Concession Stand to be installed. They include a patio and landing with the bathrooms. She made the motion to accept the bid from Kyle Connell for $8,350 for the concrete work to complete the sidewalks around the concession stand and the bathrooms. There was also discussion about the concrete drain height and whether more work needed to be done to them.

3. Concrete pad for the bathrooms at the Resi Park: Alderperson Brown made a motion to have Kyle Connell pour a concrete pad 10’x10’x6” thick use to install the bathrooms at the Reservoir Park for $1,500. Alderperson Householder seconded the motion.

Nays: None

Absent: Rick Girth

Motion carried.

4. Courts and Cracks amended bid: Alderperson Brown made the motion to amend to bid from Courts and Cracks for an additional $500 to meet compliance to pay prevailing wage to their employees. This increases the bid to $13,840. Alderperson Householder made the second.

5. Purchase of Concession Stand Sinks: Alderperson Brown made the motion to purchase the three bay sink for the Mae Whitaker Park Concession Stand for $730.37. Alderperson Householder made the second.

Absent: Rick Girth

Motion carried.

6. Purchase of Hand Sink: Alderperson Brown made the motion to purchase a hand sink for the Mae Whitaker Park for $128.59. Alderperson Manar seconded the motion.

Nays: None

Absent: Rick Girth

Motion carried.

7. Faucets for Sinks: Alderperson Brown made the motion to purchase the faucets for the hand sink to be installed at the Mae Whitaker Park for $65.41. Alderperson Manar seconded the motion.

Nays: None

Absent: Rick Girth

Motion carried.

4. ADJOURN: Alderperson Manar made the motion to adjourn the Special Meeting of the City of Bunker Hill on April 28, 2022 at 8:00 pm. Alderperson Brown seconded the vote. Voice Vote carried the motion.
