Macoupin County Board Building and Grounds Committee met July 11.
Here are the minutes provided by the committee:
I. CALL TO ORDER
PRESENT: Starr, Quarton, Siegel, Vojas (Remote)
ABSENT: Armour, Heuer, Ibberson
II. AGENDA ITEMS
1. Courthouse HVAC Discussion with Keith Engineering
Starr said the Board had discussed hiring a consulting engineering for the Courthouse HVAC project. He had invited Ryan Reef with Keith Engineering to discuss his company and their work. Keith Engineering would be a consulting engineer that would assist in bidding out the project as well as the observation and administration of the project. His suggestion was to allow for 6 to 8 weeks for them to conduct a study and present different options before bidding. He then guessed the project itself would take an additional 16 to 20 weeks.
Starr said another company had reached out to him who were not consulting engineers, which is what the motion previously passed by the Board specified. He wanted to make sure the committee was aware of that option as well.
2. Courthouse Window Repair Update
Starr said that an initial look had been done at the Courthouse windows as part of the window project. Total Glass had given them some findings on the east and south side. They were recommending removal of the worn glass puddy and general caulking for cosmetic and structural purposes. They suggest to not disturb any glass that has minor breakages and if there are missing metal pieces, potentially using brake metal and paintable caulk. Starr wanted to make the committee aware of this since it was about the only option the county could afford based on the budget, but is a band-aid, not a permanent solution. It will probably require work again in perhaps 5 to 10 years.
3. Courthouse roof safety policy discussion
Starr gave a quick update that the safety policy for the roof requires any one going out on the roof being certified, it will require an annual inspection of all equipment, and the county did need to come up with a rescue plan for anyone who might get stuck while working on the roof. The other two recommendations from the Sheriff that anyone exiting onto the roof have a means of communications and there be someone present and responsible on the ground any time someone is out on the roof.
4. Architect contract pertaining to Great Rivers and Routes old jail grant
Starr had the architect contract for the old jail grant. He had gotten it earlier this afternoon and had not yet gotten it to the State's Attorney but it was not a lengthy document at all.
Motion by Siegel, seconded by Quarton to recommend entering into the contract with the architect pending the review of the State's Attorney.
