City of Litchfield City Council met Nov. 3.

Here is the agenda provided by the council:

Recognition of Visitors and Special Guests:

Appointment: Appointment of Jean Bruner Jachino to the Tourism Advisory Committee for a three-year term expiring May 2025.

Other Business:

1. A motion to accept the minutes from the October 20, 2022 meeting. 2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. To be passed only at the first monthly City Council meeting.

New Business:

1. Sewer – Dwayne Gerl – A. motion to approve Change Order Pay Request #1, from Korte-Luitjohan in the amount of $6,762.53 for time and materials necessary to properly slope the structure side wall during the Wastewater Treatment Facility’s Lagoon Liner Replacement Project and authorize the City Clerk to issue a check.

2. Lake Department – Dave Hollo – A motion to approve an Ordinance declaring the Lake Departments and the Street Departments equipment as surplus and dispose of them by sealed bids. If no bids are received items can be disposed for scrap.

3. Water Development – Dave Hollo – A motion to spend up to $10,000 with Cloyd Excavating for excavating services for track hoe and operator to clean the east lagoon at the water treatment facility at a rate of $135 per hour.

4. Administration – Woodrow Street – A motion to approve the 2023 regular meeting dates of the City Council of the City of Litchfield, Montgomery County, Illinois, and the Holiday schedule.

5. Street Department – Kassidy Paine - A motion to purchase a four-wheel drive F 250 pick up truck via State Bid from Morrow Brothers Ford Inc. of Greenfield for the amount not to exceed $43,690.00 and authorize the City Clerk to cut a check upon satisfactory delivery.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

New Business:

1. A motion to approve the Laborers’ International Union of North America, Laborers’ Local 773 Collective Bargaining Agreement.
