City of Greenville Lake Committee met Aug. 1.

Here are the minutes provided by the committee:

Following the Executive Order issued by Governor Pritzker and with the surge in COVID Omicron variant, it has been determined by Mayor Barber that this public meeting be held both in-person and by remote participation.

The Lake Committee meeting was called to order at 7:00 PM by Chairman Kyle Smith.

1. ROLL CALL

Committee Members Present:

Committee Person Jim Tarasuik, Committee Person Anthony Macon, Committee Person Kyle Smith, Lake Committee Member Gary Trudell, and Committee Person Craig Moser

Committee Members Absent:

Staff Present: City Manager JoAnn Hollenkamp and City Clerk Jody Weiss, Mayor George Barber

Public Present: Jeff Tischhauser, Steve Korte, Gene Dickenson, Debbie Klincar, Jeff Leidel

3. CITIZEN INPUT / COMMENTS ON ANY AGENDA ITEM OR OTHERWISE

Jeff Tischhauser was concerned about the overflow at the emergency spillway. Is there any way we can lower 4 feet and that could help with the damage to the dock houses. Smith agreed. Hollenkamp will have city staff take a look at.

Smith is concerned about the weed growth before you get to the dam. It has changed drastically from the past.

Steve Korte said the water comes up over and damages the rip rap.

Tarasuik is concerned about the shoreline, and wanted remind everyone the lake is our city's only water source.

It was suggested to put a gauge on the trestle to show NO WAKE levels. Ketten will take care of.

Korte said normal pool of lake is 524.5 - 525. Lots of weekenders dont care about the lake. They are making wakes much bigger and their speed is faster which is not safe. He has even seen boaters going the wrong direction.

Hollenkamp asked if there was a better way to communicate to boaters. It was suggested to get large signs, possibly 4x6 to have at both marinas with lake rules.

Tischhauser showed pictures of overflow from a privately owned pond that had overflowed to the lake. He asked if we have any control over this? It is a water quality issue. Tarasuik suggested doing a fly over to see if there are issues in other areas of the lake.

Hollenkamp said ponds need to be dredged and cleaned out. She suggested we could look into grants to help with cost. Tarasuik said Highland did dredging and diking but not sure how it was done, however Ron Hunsche did the work. Tischhauser suggested elevated diking at Woburn Road.

Tarasuik asked how much depth of the lake have we lost? He feels the north end has lost possibly 3 feet. Gary Trudell said the deepest part of the lake is 22 feet, however in 1990 it was 25-20 feet. According to the IDNR website, our lake has not silted that bad.

5. NEW BUSINESS

5.1. Campground Rules

See Campground expansion 5.5.

5.2. Wake Boat Guidelines

Lake patrol needs to be enforcing the wake boats. Suggestion to install large signs at both marinas stating there will be fines or revocations of boat sticker. Lake Patrol will have a ticket book. First offense is a warning, second is a ticket. Smith felt that communication is key to show the rules and guidelines of the lake. It was suggested to possibly have a Facebook page to communicate information regarding the lake.

No action was needed.

5.3. Prohibited Personal Gas Pumps

There is a fuel and gas pump located at a residence at the end of Sunny Slope. The City prohibits personal gas pumps. This pump is up behind the garage above the 535’ elevation. It is a 500 gallon tank is completely contained and water proof. They only gas that would come out is in the actual hose, which would only be about 5 gallons at most. This is actually permitted by the State of Illinois. No action was needed.

5.4. Proper Usage of Orange Flags

Smith noted that the orange flags are not being used properly. The only time someone should have their orange flag up is if someone is in the water, whether it be skiing, swimming or down from skiing. This is a state law and we will ask Lake Patrol to advise boaters to put the orange flags down otherwise.

5.5. Discussion of Buzzard Bay Campground Expansion

City Manager Jo Hollenkamp presented a mock up drawing of a proposed expansion and improvement of Buzzard Bay Campground. The proposal is to not renew the annual camp sites to those currently renting on a yearly basis. The current camp sites have all water and sewer hookup. She proposed to adding 21 more sites, as well as creating a beach. She stated this is a public lake and should be used by the public.

Boat slips for campers will be available and we will have 1 day and 3 day boat passes, which has never been done in the past. A camp host/hostess would be put out for bid, and that person would be in charge of reservations, etc. Another possibility would be electronic reservations.

Logistics are to be worked out. There will be three phases of the project. We would need to add pump out stations. Lake Rules will be posted on large signs at multiple sites.

A beach for swimming would be created. We will need some sort of apparatus to prevent boats from docking on the beach. Smith thought the project will need a dike or wing dam. He also said something will need to be done to control the sand.

Parking is another issue that will need to be addressed. Striping will be necessary to ensure the boaters are parking their trailers in the correct direction.

Hollenkamp asked that any ideas or suggestions be sent her way.

No action was needed.

5.6. No Wake Buoy Placement

Ketten said there are 3 more coming soon. Smith said Ski Cove should have 2, but there is only 1. Buddy Bond’s property to main boat ramp needs one 300-600 yards further up. Smith has seen a lot of new buoys showing up between the Ski Club and the big white house. Ketten said boaters are not observing the 150 feet from shore for no wake. Smith and Ketten will get together and try to find a solution.

No action was needed.

5.7. Discussion of "No Swimming"

Motion by Jim Tarasuik, seconded by Kyle Smith, to approve allowing swimming in Governor Bond Lake as long as there is no issue with insurance
