Macoupin County Board Finance Committee met Aug. 4.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Thomas, Armour, Dragovich, Heuer, Stayton, Duncan, Briscoe, Boehler, Anderson, Kahl, Bresenan

ABSENT: Payne, Kiel

II. AGENDA ITEMS

1. Quarterly Review of Work Comp and Liability Claims

The committee reviewed the work comp and liability claims report for the April through July time period.

2. Resolution Regarding FY 21-22 General Fund and Special Fund Appropriation Increases

Duncan said that County Administration needed an additional $30,000 as there had been significantly more retiree payouts that had been budgeted for. Kahl was asked how many more big payouts there might be in the future, but he was unsure. Duncan said that the Regional Education line item needed an additional $19,357 as last year there had only been three payments instead of the traditional four. This would catch them up. The grant fund also needed to be increased due to more grants than normal this year.

Briscoe said she needed an additional $9,320 for salaries due to the increase approved last month. Duncan was asked to figure out what the benefit costs will be.

Boehler said she woud need an additional $2,903.08 to the Animal Control budget to finish out the year.

Bresnan said he would need an additional $10,500 added to the Supervisor of Assessments budget for salaries this fiscal year.

Kahl said he would need an additional $96,000 added to his budgets to cover payroll and bills. When asked how much would need needed in each budget line item, he was unsure but would provide those numbers.

Anderson said he would need additional money as well but did not have a final figure.

Motion by Armour, seconded by Dragovich to recommend the resolution to the full Board.

3. Resolution Regarding Transfer into Budget Stabilization Fund Duncan said this resolution would transfer $165,000 from the General Fund to the Budget Stabilization Fund, fully funding the rainy day fund for the first since it was created at $1.3 million dollars.

Motion by Heuer, seconded by Armour to recommend the resolution to the full Board.

4. Election Judge Pay

Based off the conversation at last month's Finance Committee meeting, Duncan had pulled together what other counties are paying election judges for working as well as completing training. He was recommending raising the pay for the day worked from $150 to $170 and increasing the amount for training from $10 to $30. This would bring the total paid for working and training up from $160 to $200.

Motion by Heuer, seconded by Armour to recommend the resolution.

5. Election Security Costs Previously Covered by State Grant

Duncan said that the state had mandated some cyber security requirements for the election office and had offered grants the last four years for it. This current state fiscal year, they will not be offering that grant. Duncan was asking for $18,000 to be added to his election budget to continue to fund those requirements from the state.

6. Resolution Establishing General Fund and Special Funds Appropriations for Fiscal Year 2022-2023

The main changes to the tentative budget would be adjusting the probation budget as well as salary reimbursement due to the salary changes approved last month, adjusting the election budget for the judges pay increase and cyber security costs just recommended and finally adjusting the sales and income tax revenue projection with the updated figures from July which slightly increased the three year average. Final numbers would be finalized once Probation reimbursement projections are provided, but it will be a balanced budget with a small surplus.

Motion by Armour, seconded by Dragovich to recommend the resolution.

7. American Rescue Plan Funding Requests for August 22 Board Meeting

Duncan presented the bids for approval tonight from officials and department heads. There was also two requests from townships for approval.

Motion by Dragovich, seconded by Stayton to recommend their approval to the full Board.

8. Granting Finance Committee Power-to-Act on End of FY 21-22 Bills

Thomas said per tradition, the Finance Committee would be recommending getting the final power to act for bills this fiscal year on August 29th.

Motion by Armour, seconded by Heuer to recommend granting the Finance Committee the power-to act on end of FY 21-22 bills.
