City of Carlinville City Council met Sept, 6

City of Carlinville City Council met Sept, 6.

Here are the minutes provided by the council:

PRESENT: Mayor Oswald, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, City Attorney Don Craven, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Police Chief Haley, Treasurer Jody Reichmann, Dan Held Woodard and Curran Representative, Alderman Downey by phone.

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Wagstaff, seconded Link, motion passed unanimously.

Correspondence - None

Public Comment

Brian Zilm addressed the council stating our new website is up and running. He also updated the council on current grants possibilities.

Old Business

Co-Bank Extension/Renewal – Council approved Agreement for Payment of Bridge Debt, Amendment to Credit Agreement and Amendment to Revolving Promissory Note with CoBank after a motion was made by Alderman McClain, seconded by Alderman Link, motion passed unanimously.

IARWC Update- included in packet.

Police and Civilian Contracts – Motion was made to approve three-year contract May 1, 2022 through April 30, 2025 for the police and civilian contracts, by Alderman Ober, seconded by Koller, motion passed 7-1, with Downey voting nay.

Ordinance Establishing Position Descriptions and Job Title Changes – Motion was made to approve ordinance describing job position of Brian Zilm, by Alderman Koller, seconded by Harber, motion passed unanimously.

Water Meter Replacement Financing – Woodard and Curran representative reached out to all local banks requesting bids for financing of new water meter program. Lowest interest and fee rate was with CNB Bank and Trust for a rate of 3.55% borrowing 1.4 million. Motion was made by Alderman Link to approve, seconded by McClain, motion passed unanimously.

New Business

Jerel Loveless Proclamation – 50 years Carlinville Fire Protection District – mayor presented a proclamation to Jerry Loveless for 50 years of service to the Carlinville Fire Protection District.

Tree Removal - College and Morgan – two bids were made for a dead tree removal at College and Morgan, a motion was made by Alderman Koller to approve a $300.00 bid from Emmons Tree Service to remove the tree, seconded by Wagstaff, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:25 p.m., seconded by Koller motion passed unanimously.
