Macoupin County Board Public Safety Committee met Sept, 6.

I. CALL TO ORDER
PRESENT: Kiel, Dragovich, Ibberson, Payne (Remote), Starr, Wiggins, Schmidt, Duncan, Boehler, Kahl

II. AGENDA ITEMS
1. Billing to Police Departments for Animal Control Calls
Duncan and Boehler had been working to review the billing over the year period from April 2021 to May 2022. They had compared the copies of the invoices to the checks that had been receipted. They found that there were checks that didn't have invoices to match with, invoices without checks to match up to. There appeared to be about half of the money that should have been collected over that year. Duncan and Boehler said it was a Board decision on if the Animal Control Department should try to seek that owed money. The committee felt it was best to start fresh and move forward. Boehler since June had been keeping good track of the calls, sending the invoices, and ensuring that payment was received.
2. Animal Control Online Donations
Duncan said there had been a request to get online donations for the Animal Control Center. He had reached out to the auditor for some guidance on how to do it. They currently have no local governments who accept online donations. The suggested controls they had in place were cumbersome and would require additional work for offices outside of the department. He had looked online at other Animal Controls that have online donations and all of them seem to be donations that would go to a 501 (c) 3 group like TAILS used to be. The easiest path for this would be to have the new group once formed accept the online donations. At the moment, there was no real activity on getting a new 501 (c) 3 formed. It was decided to leave the issue until the fundraising group could be formed.
3. Animal Control ARPA Fund Requests/New Computer
Boehler had prepared her American Rescue Plan Fund requests and had nearly all bids the requests, but was still waiting for more bids on the HVAC work. There was a desperate need for a new computer at the Animal Control. If the requests were submitted in time for the Finance Committee on Thursday, and were approved at the Board meeting, the requests could be completed this month.
4. Security Cameras at Animal Control Facility
Kiel had said there was a discussion previously about the old Courthouse security camera system going out to Animal Control. There had been an incident recently that had made the need for the cameras apparent so he was wondering the status. The Courthouse system was just about taken down so it could be going out to Animal Control soon. The Sheriff said he would be able to do it once winter came and the landscaping work was completed.
