1. A motion to accept the minutes from the November 10, 2022 Special Meeting. 2. A motion to accept the minutes from the November 17, 2022 meeting. 2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. To be passed only at the first monthly City Council meeting.

New Business:
1. Tourism – Kassidy Paine - A motion to approve the expenditures and the hiring of temporary employees for the Litchfield Pickers markets in the amount not to exceed $31,000 and authorize the Mayor to sign any contracts associated with the event.
2. Wastewater Treatment – Dwayne Gerl – A motion to approve pay request #9 – final payment, from Korte Luitijohan for the amount of $39,855.15 for work done on the Wastewater Treatment Facility’s Chemical Feed Improvement Project and authorize the City Clerk to issue a check.
3. Fire/Ambulance – Dave Hollo – A motion to approve an Ordinance Adopting the Mutual Aid Box Alarm System Master Agreement and authorize the Mayor to sign the agreement.
4. Lake – Dave Hollo – A motion to approve the sale of the 5 surplus items (2003 Nissan Pick Up Truck, 1993 Ford F250, 2007 Ford F-250, Salt Spreader and an Evinrude 25 hp outboard motor) to Mr. Philip Fiscella from the City of Litchfield for $2,412 and authorize the City Clerk to release the titles.
5. Streets – Woodrow Street – A motion to approve a proposal for engineering services from Marten Engineering to include the last block of Sargent St., from State east to Jackson, to finish the rest of Sargent St., in the amount of $12,955 and authorize the City Clerk to issue a check when work is completed.
6. Administration – Woodrow Street – Discussion with possible action concerning use of golf carts and associated vehicles in the City limits.
7. Economic Development – Ray Kellenberger – A motion to approve proposal for services from Wayne Davis for $89,950 to clean and install approximately 200 ton of rip rap to the West Side drainage ditch from the Industrial Park east to I-55 and authorize the City Clerk to issue checks when work is completed
Executive Session
A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).
2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))
