City of Carlinville City Council met Oct. 17.

PRESENT: Mayor Oswald, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Police Chief Haley, Treasurer Jody Reichmann, Dan Held Woodard and Curran Representative, Absent: Alderman Downey
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.
Police Report - FYI
Approval of Bills - Motion made to approve bills by Alderman Koller, seconded Link, motion passed unanimously.
Correspondence
Ian Berry Correspondence – Motion was made to approve and place on file the resignation of Ian Berry by Alderman Harber, seconded by Ober, motion passed unanimously.
Walmart Correspondence – Motion was made to approve Walmart’s request to use 4 parking spaces on the square for Merchants Night on October 27th by Alderman Harber, seconded by LeVora, motion passed unanimously. They will occupy spaces near the AT&T store from 5-7 p.m., without blocking handicapped parking.

Old Business
Dugger’s Body Shop Property – Brian Zilm updated the City Council on the progress of the Dugger’s Body Shop Property. It has been purchased by the city for $100.00, 2019 and 2020 taxes are being paid and a $250.00 lien is being paid as well. We are in the process of taking bids for cleanup of the property.
New Business
Macoupin County CEO 5K Run – Students from the CEO Program came before the council to ask for permission to hold a 5K Run on December 10th, with a rain date of December 17th. A map of the run was included in the packet. A motion was made to approve by Alderman Harber to approve, seconded by Ober, motion passed unanimously.
Winter Weather Emergency Policy – A winter weather policy was discussed and a motion was made by Alderman Harber for a deadline of October 21st for any suggestions from council members to be brought to Zilm for drafting of an ordinance. The ordinance will spell out the Winter Weather Emergency Policy, motion seconded by McClain. Motion passed unanimously.
Schien Water Tower Repairs – Jen Birger from Woodard and Curran addressed the council with a technical memorandum and explanation of repairs that need to be made to the Schien water tower. A discussion took place regarding repairs, costs and budgeting. Discussions will continue in committee with a budgeting plan for the repairs.
Purchase of New Siren at Karmak - A motion was made by Alderman Link, seconded by Ober to purchase a new siren for the Karmak location for $31,000.00, motion passed unanimously. The siren will be purchased from GTSi. The siren is not currently working.
Permission to Hire Full Time Officer – Motion was made to approve hiring of a full-time officer, due to resignation of Ian Berry, by Alderman Harber, seconded by Koller, motion passed unanimously.
Motion to adjourn was made by Alderman Ober at 6:46 p.m., seconded by Koller motion passed unanimously.
