City of Centralia City Council met Oct. 24.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday, October 24, 2022, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:02 p.m.

ROLL CALL

Present: Mayor Kuder, Councilman Griffin, & Councilman Jackson

Absent: Councilman Castellari and Councilman Smith

Staff Members Present: Douglas Hoffman, City Attorney; Derek Sherman, Economic Development Director; Jeff Day, Fire Department Chief; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Vernell Burris led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

The City Council recognized Police Sergeant Gary Denton for 20 Years Of Service and Fire Captain Michael Gelsinger for 20 Years Of Service.

Vernell Burris addressed the City Council regarding his concerns for the use of electric aggregation programs. He also expressed that the City Council should consider an increase in the City’s property tax levy and consider spending for Laura Leake Park. He also discussed the recent events that took place at a school in St. Louis and he encouraged the local schools and police department to take the steps necessary to avoid the same type of incident.

Shirlena Barnes addressed the City Council to thank them and the City Staff for the use of Laura Leake Park for the trunk or treat that she organized for the community.

CONSENT AGENDA

A Motion was made by Councilman Jackson and seconded by Councilman Griffin to Approve Items 1-2 of the Consent Agenda.

1. Approval Of The Minutes Of The October 11, 2022 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $564,539.47

Ayes: Councilman Griffin, Councilman Jackson, & Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

Jordan Haarmann from Affordable Gas and Electric provided information about the electric supply bids and contract that is expiring in February for the City of Centralia’s municipal properties. He explained that the current rate per kwh is 0.043623 with Homefield energy and the recent rates are approximately double. He explained the term options, the proposed contract, current rate trends, and supply concerns. He stated that he recommends the City lock in the rate for a longer term. Mr. Haarmann also discussed the option for solar power at the large use city facilities such as the water treatment plant and the waste water treatment plant. He noted that the City could possibly install the solar array at a 80-90% discount with the available incentives at this time. He also noted that the rates for solar are ranging between 0.02 and 0.03 cents per kwh and locked in for 25 years. Councilman Griffin asked when the process could start and Mr. Haarmann stated that it could be started and a array could be in place at the end of 2023 or spring of 2024. He stated that the solar option is also being considered in conjunction with the construction of the water treatment plant. Councilman Griffin asked what the rate is at this time without aggregation and Mr. Haarmann stated that the rate without aggregation through Ameren is 0.14 per kwh.

Mayor Kuder congratulated Shirlena Barnes on a successful trunk or treat event and he thanked her for the planning and organization that she put into the event that she provided for the community at Laura Leake Park.

A motion was made by Councilman Griffin and seconded by Councilman Jackson to Adjourn The Meeting.

Nays: None

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:14 p.m.
