City of Carlinville City Council met Nov. 21.

Here are the minutes provided by the council:

PRESENT: Mayor Oswald, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Downey, Alderman Wagstaff, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Police Chief Haley, Treasurer Jody Reichmann, Dan Held Woodard and Curran Representative, Budget Officer Boente Absent: Alderman Ober

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by LeVora, motion passed unanimously.

Police Report - FYI

Approval of Bills - Motion made to approve bills by Alderman Koller, seconded LeVora, motion passed unanimously.

Correspondence - None

Public Comment - None

Old Business

IARWC Update – Alternate IARWC representative Dan Held gave an update on the last IARWC meeting. An easement committee has been formed. A meeting with landowners has been scheduled and the hope is to have 50% of the easements obtained by next summer. Financially, IARWC is getting closer to closing the loan with the USDA.

New Business

Dimond Brothers Insurance – Renewal – Mitch Newell was here representing Diamond Brothers and the renewal for property, liability and cyber insurance. The premium presented at the Finance Committee had an error the premium had actually decreased to $176,969.00 annual payment. A motion was made by Alderman Harber to approve the renewal, seconded by Downey, motion passed unanimously.

Cleaning Bids – the Finance Committee looked at (4) cleaning bids current Norma Mitchell $255.00 per week, Amee Lee $1,500.00 per month, Wirth Property Management $4,060.00 per month, C.E. Berry Janitorial Service $5,789.00, a motion was made by Alderman Downey to approve Amee Lee for $1,500.00 a month, starting December 1, 2022, seconded by Wagstaff, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:15 p.m., seconded by Wagstaff motion passed unanimously.
