City of Pana City Council met Jan. 9.

Here are the minutes provided by the council:

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:15 P.M.

The Pledge of Allegiance to the flag was recited.

Roll Call showed the following Aldermen as being present: Eddy, Schneider, Stephens, Scott, Smith, Beeson were present. Hocq, Woods were absent. Six aldermen were present. Two were absent.

Scott/Beeson to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the December 27, 2022 regular and closed session meeting, payrolls to be paid on January 4 and13, 2023, and disbursements to be paid on January 16, 2023. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Beeson voting aye. No nays. Six ayes,

Scott/Stephens to approve Loan Disbursement Request #5 for the PAC Building in the amount of $74,190.30. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Beeson, Eddy voting aye. No nays. Six ayes.

Police Chief Daniel Bland recognized Richard Moss for 35 years of service on the Police and Fire Commission Board. Mr. Moss was presented with a plaque.

Scott/Stephens to pass Ordinance #1904, "An Ordinance Rezoning Property R-1 to C-1 Dagen Auto Service." The motion carried on the following roll call vote: Stephens, Scott, Smith, Beeson, Eddy, Schneider voting aye. No nays. Six ayes.

Scott/Schneider to pass Ordinance #1905, "An Ordinance Combining the Zoning Board of Appeals and Planning Commission." The motion carried on the following roll call vote: Scott, Smith, Beeson, Eddy, Schneider, Stephens voting aye. No nays. Six ayes.

Attorney Mahrt continued the second presentation of two ordinances, "An Ordinance Authorizing Ameren to Construct, Operate and Maintain a Gas Utility System in the City of Pana" and "An Ordinance Authorizing Ameren to Construct, Operate and Maintain an Electric Utility System in the City of Pana."

Scott/Beeson to acknowledge the first presentation of "An Ordinance Amending the Agreement Between the City of Pana and Local Union 726 of the American Federation of State, County and Municipal Employees Council 31, AFI-CIO." The motion carried on a voice vote.

Scott/Stephens to acknowledge the first presentation of "An Ordinance Approving a Lease of Municipal Property - Oak Terrace - January10, 2023 - January 10, 2033." The motion carried on a voice vote.

Scott/Beeson to acknowledge the first presentation of "An Ordinance Authorizing the Sale of Property at 11 West Washington Street to Joe Coleman." The motion carried on a voice vote.

Scott/Eddy to continue the "Ordinance Approving a TIF Redevelopment Agreement with Sam Bonney and Melissa Bonney d/b/a Sparrow Bicycle Company," until the next meeting. The motion carried on a voice vote.

Eddy/Scott to waive the first presentation and pass Ordinance #1906, "An Ordinance Regarding Water Pollution Control Loan Program Loan Agreement City of Pana." The motion carried on the following roll call vote: Smith, Beeson, Eddy, Schneider, Stephens, Scott voting aye. No nays. Six ayes

John Hicks of the Pana Disc Golf Club gave an update on the design of the Disc Golf Course and Nature Trail at Pana Lake.

Economic Development Director Kirby Casner announced plans from B&R Marine to consolidate two locations into the former National Greenhouse building. They plan to be open by August of 2023.

Daniel Brown of Pana Disc Golf Club requested permission to host the 4th Annual Rose City Open Disc Golf Tournament on May 6, 2023 in Kitchell Park. The request was approved.

Police Chief Daniel Bland informed Council that a lighted traffic control device needs to be installed at 6th and Fairgrounds. The request will be taken to the Safety Committee.

Scott/Stephens to adjourn. The meeting adjourned at 7:32 p.m.
