City of Litchfield City Council met Jan. 19.

Here are the minutes provided by the council:

Mayor Steven Dougherty called the Regular Meeting to order at 6: 25 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Dan Newkirk, Kassidy Paine, Tim Wright, Woodrow Street and Ray Kellenberger. The Mayor declared that a quorum was present.

Interim Fire Chief Adam Pennock announced that former firefighter, Ron Bates, had passed away unexpectedly. He had previously served the City of Litchfield for 22 years. Mayor Dougherty asked those in attendance to observe a moment of silence.

Appointment:

Meredith Yard was present to ask questions regarding the Bicentennial Camp Ground. She said she wanted to have information regarding rates and future plans. Lake Superintendent, Terry Hancock, stated letters are being sent out with all the pertinent information.

Other Business:

Alderperson Wright made a motion, seconded by Alderperson Gerl, to accept the minutes from the January 5, 2023 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Economic Development:

The motion to authorize the repair of the Railroad Spur Crossing was tabled due to the 2nd bid staff was expecting was not received.

Alderperson Kellenberger made a motion, seconded by Alderperson Street, to approve a Resolution of the City of Litchfield, Illinois in Support of Tax Increment Financing. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Newkirk, to approve the 2023 Lease Agreement and Rules and Regulations for the Bicentennial Campground Seasonal Camping.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Alderperson Hollo made a motion, seconded by Alderperson Kellenberger, to approve a Resolution for the Proposed 2023 Seasonal Staff Pay rates.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Streets:

Alderperson Street made a motion, seconded by Alderperson Wright, to approve a proposal for services from Martin Engineering to produce a set of construction plans for IDOT to approve for a Utility Permit to replace the sidewalk and improve drainage along Union Avenue in front of Gianni' s Pizza. This is for engineering services not to exceed $ 6, 400 and authorize the City Clerk to issue a check when work is completed.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Alderperson Street made a motion, seconded by Alderperson Paine, to approve a Resolution establishing a Class II Truck Route for Old Route 66, from Union Ave. ( Route 16) to Historic Route 66.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Police:

Alderperson Sisson made a motion, seconded by Alderperson Kellenberger, to approve the purchase of an Autovu SharpV Generic Camera kit and installation from Utilitra for$ 12, 811. 19. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Executive Session

Alderperson Street made a motion, seconded by Alderperson Sisson, to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 5ILCS 120/ 2( 2)( C)( 1).

2. Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Executive Session was entered into at 6: 37 p.m.

Alderperson Street made a motion, seconded by Alderperson Wright to return to open session at 7: 08 p.m. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Alderperson Street made a motion, seconded by Alderperson Paine to release the Executive Session minutes from the prior meetings requested that were reviewed and approved by Kit Hantla for the following dates:

From 2019: April 4, April 18, May 2, May 16, June 6, June 20, July 2, July 18, August 1, August 15, September 5, September 17, October 3, October 17, November 7, December 19

From 2020: January 2, January 16, February 6, February 10, February 20, April. 16, May 7, May 21, August 20, September 3, November 19

From 2021: January 7, February 18, April 1, April 15, March 4, November 4 The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: None

Motion carried.

Alderperson Kellenberger made a motion, seconded by Alderperson Street, to offer a contract to a potential Economic Development candidate and authorize the Mayor to sign. The Mayor directed a roll call vote.

Aye: Hollo, Newkirk, Paine, Street, Kellenberger

Nay: Gerl, Sisson, Wright

Absent: None

Motion Carried

Having no further business, Alderperson Kellenberger made a motion, seconded by Alderperson Street to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 12 p.m.
