City of Pana City Council met Feb. 27.

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M.
The Pledge of Allegiance to the flag was recited.
Roll Call showed the following Aldermen as being present: Schneider, Stephens, Scott, Smith, Woods, Beeson were present. Hocq and Eddy were absent. Six aldermen were present. Two were absent.
Scott/Woods to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the February 14, 2023 regular session meeting, payroll to be paid on February 24 and 28, 2023, disbursements to be paid on March 1, 2023, and the Treasurer's Report of January 2023. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Woods, Beeson voting aye. No nays. Six ayes.
Scott/Woods to pass Ordinance #1918, "An Ordinance Amending Fire Service Charges." The motion carried on the following roll call vote: Stephens, Scott, Smith, Woods, Beeson, Schneider voting aye. No nays. Six ayes.
Woods/Scott to pass Ordinance #1919 "An Ordinance Authorizing the Purchase of Property at 401 East Fifth, Pana, Illinois." The motion carried on the following roll call vote: Scott, Smith, Woods, Beeson, Schneider, Stephens voting aye. No nays. Six ayes.
Scott/Stephens to acknowledge the first presentation of "An Ordinance Annexing Property to the City of Pana - Pana Lake Parcel, Shelby County, IL." The motion carried on a voice vote.
Scott/Beeson to acknowledge the first presentation of "An Ordinance Approving Tax Increment Financing Redevelopment Agreement Existing Building Repairs and Property Redevelopment with Workshop Market, Inc." The motion carried on a voice vote.
Scott/Woods to terminate the lake lot lease of Carol Armstrong at K-3 for nonpayment of annual lease with required statutory notice to tenant(s). The motion carried on the following roll call vote: Smith, Woods, Beeson, Schneider, Stephens, Scott voting aye. No nays. Six ayes.
Scott/Woods to terminate the lake lot lease of Brandon McDonald at G-3 for nonpayment of annual lease with required statutory notice to tenant(s). The motion carried on the following roll call vote: Woods, Beeson, Schneider, Stephens, Scott, Smith voting aye. No nays. Six ayes.
Scott/Woods to approve payment of invoice from Holthaus Heating & Appliance for repairs to an HVAC unit at the water plant in the amount of $3166. The motion carried on the following roll call vote: Beeson, Schneider, Stephens, Scott, Smith, Woods voting aye. No nays. Six ayes.
Scott/Beeson to approve the purchase of a Magnum Pro Light Tower vertical mast from United Rentals in the amount of $4500 for the Street Department. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Woods, Beeson voting aye. No nays. Six ayes.
Scott/Beeson to approve the annual service agreement with Hach Service Partnership in the amount of $11,246. The motion carried on the following roll call vote: Stephens, Scott, Smith, Woods, Beeson, Schneider voting aye. No nays. Six ayes.
Smith/Woods to approve cost of tree removal at Kitchell Park and Welburn Park by Hardy's Tree Service in the amount of $6,705.85 to be paid from the Park budget. The motion carried on the following roll call vote: Scott, Smith, Woods, Beeson, Schneider, Stephens voting aye. No nays. Six ayes.
City Clerk Kim Toberman informed Council that an anonymous donation was made to the Pana Parks Revitalization Committee to purchase trees to be planted at the City Parks. Matt Hardy will be purchasing and planting the trees.
Woods/Stephens to allow Pana Pride to place hanging baskets on the lamp posts on Locust Street using city water to maintain the plants. The motion carried on a voice vote.
Police Chief Daniel Bland informed Council that the grant that the Police Department received to purchase cameras and computers for the squads has been increased to $25,000 to cover the entire cost of the purchase.
Woods/Scott to adjourn. The meeting adjourned at 7:15 p.m.
