City of Carlinville City Council met March 6

City of Carlinville City Council met March 6.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Clerk Carla Brockmeier, Police Chief Haley, Lieutenant Derek Graham, City Treasurer Jody Reichmann, Budget Officer Boente

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Koller, seconded by Wagstaff, motion passed unanimously.

Correspondence - None

Public Comment

Alderman Harber voiced concern of two dilapidated properties that need to be addressed, one at Hoehn and Mayo and the other at 830 Mayo Street. He and Alderman Link have had numerous complaints.

Old Business - None

New Business

Recognition of Police Chief David Haley – The Mayor presented a plaque to Chief Haley and recognized his 19 years as Chief. He will be retiring on March 17, 2023. He has been with the department for over 30 years.

Appointment of Police Chief – Motion was made to approve the mayor’s appointment of Derek Graham as Police Chief by Alderman Link, seconded by Koller, motion passed unanimously. The mayor then swore in Derek Graham as Interim Chief of Police, beginning March 17, 2023.

Permission to Hire Police Officer for Upcoming Vacancy -Motion was made by Alderman Ober to allow permission to hire a police officer to fill the vacancy that Graham will leave, seconded by Koller, motion passed unanimously.

Body Camera Proposal Purchase – Motion was made by Alderman Downey to purchase body cameras from Utility Transformative Transparency for a total cost of $75,000.00, first payment of $30,000.00 5/1/23, remaining four payments of $11,250.00 May 1, of each consecutive year for 4 years, seconded by Harber, motion passed unanimously.

Review and Approve IT Support – A proposal from Illini Tech Services for a 3-year contract for tech support at $2,330.00 a month was approved after a motion was made by Alderman Link, seconded by Wagstaff, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:26 p.m., seconded by Koller motion passed unanimously.
