City of Carlinville City Council met April 17.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman LeVora, Alderman Ober, Alderman Wagstaff, Alderman Koller, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held Absent: Alderman Link, Alderman McClain, Budget Officer Linda Boente

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Koller, seconded by LeVora, motion passed unanimously.

Police Report – FYI

Monthly Tax Report – FYI

Correspondence

Joe Direso Correspondence – Motion was made to place Direso correspondence on file regarding sidewalks in Ward 4 by Alderman Ober, seconded by Harber, motion passed unanimously.

Carlinville Area Hospital – Motion was made by Alderman Wagstaff to approve use of the inside of the square on May 11, by Carlinville Area Hospital, seconded by Harber, motion passed unanimously.

Public Comment

Alderman Ober remined the public that it is time to begin mowing.

City Clerk reminded the aldermen and public of a public hearing on May 1, at 5:45 p.m. for the purpose of passing the budget.

Old Business

Zoning Code Ordinance – tabled.

Lackey Property – Clean up on Elm Street owned by the Lackey’ will begin after a motion was made to accept a bid from Matt Cole for $7,500.00 by Alderman Harber, seconded by LeVora, motion passed unanimously. There was a fire last year at the property. The owner has been ordered to clean it up and has not. We will place a lien on the property once the cleanup is done.

Update on Randall Property - Mayor has been speaking with the attorney about the sale of Randall property to the city and the city paying back taxes. The property joins current city owned property.

VA Renting Police Space City Hall – Discussion took place regarding renting space in city hall where the police department vacated to the VA. They are only interested in 3 offices. Alderman Downey would like more discussion on possibly using the space for storage for the city or moving public works to that area. The mayor will continue discussions with the VA. No action at this time.

Ordinance Approving Changes to the Carlinville Liquor Code – The ordinance to change opening an establishment from 90 to 120 days after obtaining a liquor license passed after a motion was made by Alderman Harber, seconded by LeVora, motion passed unanimously.

New Business

Appointment to Zoning Board – The mayor’s appointment of Brad Graham to the Zoning Board was approved after a motion was made by Alderman Koller, seconded by Downey, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:14 p.m., seconded by Koller motion passed unanimously.
