City of Carlinville City Council met May 1.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Clerk Carla Brockmeier, Police Chief Graham, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held, Budget Officer Linda Boente, Attorney Don Craven

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Harber, seconded by Koller, motion passed unanimously.

Correspondence

Reid Correspondence – Motion to approve 5K race on Saturday June 24th thru Blackburn College was approved after a motion was made by Alderman Ober, seconded by Link, motion passed unanimously.

Carlinville Rotary Club – Approval was given to allow the Halloween Parade to take place on October 29th, using North Broad and City Hall parking lot as a staging area. Motion was made by Alderman McClain, seconded by Koller, motion passed unanimously.

Public Comment

Alderman Downey thanked Alderman Ober and Wagstaff and other individuals who helped at the clean-up day in Standard Addition. Also, thanked the employees of Woodard and Curran for their efforts during that weekend of citywide cleanup.

Old Business

Approval of Budget 2023-24 – The 2023-24 budget was approved after the Budget Hearing was held at 5:45 p.m. prior to the meeting. A motion was made to approve by Alderman Harber, seconded by McClain to pass the budget, motion passed unanimously.

Ordinance Revising Salaries – A motion was made to pass the Ordinance Revising Salaries by Alderman Ober, seconded by Link, motion passed unanimously.

Ordinance Revising Section 1-3-2 of the Code – A motion was made to approve Ordinance Revising Section 1-3-2 of the Code by Alderman Ober, which included Chief of Police salary to $75,000.00 and benefits spelled out. Motion seconded by LeVora; motion passed unanimously.

Adjourn Sine die – Motion was made to adjourn Sine die by Alderman Downey, seconded by Link, motion passed unanimously.

New Business

Swearing in of Elected Officials – Mayor swore in newly elected officials, Bill Link, Randy Ober, Todd Koller and Kenneth Reese, Aldermen for each ward.

Mayors Appointments – Mayor appointed Derek Graham as Chief of Police and swore him in.

Flower Pot Contest on the Square – Alderman Downey informed the council and public that the Tourism Committee is going to have a flower pot contest on the square. Cash prizes for first, second and third, any business, organization or resident can participate.

Motion to adjourn was made by Alderman Downey at 6:16 p.m., seconded by Koller motion passed unanimously.
