City of Pana City Council met May 8.

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M.
The Pledge of Allegiance to the flag was recited.
Scott/Beeson to allow Alderman Eddy to participate remotely via phone. The motion carried on a voice vote.
Roll Call showed the following Aldermen as being present: Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson were present. Eight aldermen were present. None were absent.
Scott/Beeson to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the April 24, 2023 regular session, payroll to be paid on May 2 and 5, 2023, and disbursements to be paid on May 16, 2023. The motion carried on the following roll call vote: Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson voting aye. No nays. Eight ayes.
Scott/Stephens to approve the PAC Building request for Loan Disbursement #9 in the amount of $7,765.50. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer voting aye. No nays. Eight ayes.
Schneider/Beeson to acknowledge the first presentation of “An Ordinance Authorizing Stop Signs at Various Intersections.” The motion carried on a voice vote.
Scott/Stephens to acknowledge the first presentation of “An Ordinance Authorizing the Sale of Surplus Property in Pana, Illinois – 807 ½ E 2nd St., 1200 E 2nd St., & 412 S Poplar St.” The motion carried on a voice vote.
Schneider/Scott to pass Resolution #23-06, “A Resolution Approving an Agreement with Moran Economic Development, LLC for Technical Services and Assistance – RISE Grant.” The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy voting aye. No nays. Eight ayes.
Scott/Stephens to pass Resolution #23-07, “A Resolution Authorizing the Execution of a Retainer Agreement with Napoli Shkolnik PLLC, Attorneys at Law – PFAS Litigation.” The motion carried on the following roll call vote: Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider voting aye. No nays. Eight ayes.
Scott/Smith to acknowledge the first presentation of “An Ordinance Adopting Pool Rules.” The motion carried on a voice vote.
Scott/Stephens to waive the first presentation and pass Ordinance #1927, “An Ordinance Authorizing the Sale of Surplus Real Estate – 1009 Birch Avenue.” The motion carried on the following roll call vote: Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens voting aye. No nays. Eight ayes.
City Engineer Greg Holthaus encouraged the new Council members to tour the Water and Waste Water Treatment Plants. Mr. Holthaus informed Council that the Pool start up went smoothly, a back up pump may need to be purchased, the manhole on Illinois Rt. 16 has been repaired, and a contractor is looking into the price of lowering the dam/spillway.
City Treasurer Pete Scherzer welcomed the new members and stated he is always available to answer financial questions.
Mayor Pastor announced new committee assignments. The Mayor signed Proclamations honoring Public Service Recognition Week, May 7-13, 2023 and National Police Week, May 14-20, 2023.
Alderman Scott thanked Marc Stauder and Denny Lynch for taking care of the buoys at the Lake.
Smith/Scott to approve the purchase of chemicals from Mug A Bug for the mosquito sprayer in the amount of $4,744. The motion carried on the following roll call vote: Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott voting aye. No nays. Eight ayes.
Smith/Stephens to allow Recovery in the Park event on September 30th in Kitchell Park. The motion carried on a voice vote.
Smith/Scott to allow AMARE to hang purple ribbons in the city (where allowed) representing recovery the weekend of September 2nd. The motion carried on a voice vote.
Smith/Scott to allow the Pana Parks Revitalization Committee to paint pickleball lines on the tennis courts at Kitchell Park. The motion carried on a voice vote.
Smith/Stephens to allow the Pana Parks Revitalization Committee to clean and repair the bridge in Kitchell Park. The motion carried on a voice vote.
Smith/Scott to allow the Hammer In in Kitchell Park on August 12, 2023. The motion carried on a voice vote. Smith/Stephens to allow the planting of a memorial tree in Kitchell Park. The motion carried on a voice vote.
Stephens/Smith to recognize Travis Dilley of Pana Pride. Mr. Dilley asked to be allowed to use funds that were raised to install a speaker system, replace soap and toilet paper dispensers, and purchase paint and lounge chairs for the pool.

Stephens/Schneider to recognize Gary Henigman. Mr. Henigman addressed Council concerning dead and dying trees around the roads at the Lake. He stated they are a hazard. Mayor Pastor asked Street Department Foreman Chris Dressen to look at the trees around the Lake.
Police Chief Daniel Bland informed Council that he is looking into regulations concerning scooters and motorized bikes. Schneider/Beeson to adjourn. The meeting adjourned at 7:28 p.m.
