City of Litchfield City Council met June 15.

1. A motion to accept the minutes from the June 1, 2023 meeting.

2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. To be passed only at the first monthly City Council meeting.

New Business:

1. Economic Development – Ray Kellenberger – A motion to approve a one third page advertisement in the Illinois Investment Guide/Intersect Illinois September 2023 edition for an amount not to exceed $2,500 and to authorize the City Clerk to issue a check.

2. Economic Development – Ray Kellenberger – A motion to contract for services for the traffic plan, IDOT permit and road closure in relationship to the 4-lane Route 66 Railroad Crossing and authorize the Mayor to sign the agreement. (Bid to be provided at Thursday Council Meeting.)

3. Fire – Josh Hughes – A motion to approve a 3-year maintenance agreement with Stryker Pro Care Services for 3 LifePak 15 Cardiac Monitors and 2 LUCAS CPR devices for $25,627.50.

4. Fire – Josh Hughes – A motion to approve the repair of the power steering gear box on Engine 802 by Rt66 Truck Repair for $1,813.89 and authorize the City Clerk to issue payment upon satisfactory completion of the repair.

5. Streets – Dwayne Gerl – A motion to approve engineering services with Martin Engineering for the Edwards Street Reconstruction between Madison Street and Jefferson Street for an amount not to exceed $28,000 and accept an agreement with Ameren to reimburse the City for the cost.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. (5ILCS 120/2(2)(C)(21)

4. “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.” (5ILCS 120/2(C)(5))

5. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

New Business:

1. A motion to approve the Executive Session minutes of the June 1, 2023 meeting 2. A motion to accept the bid amount for the Eagle Ridge Subdivision. 3. A motion to create a Deputy Chief position in the Police Department. 4. A motion to increase the number of Litchfield Police Officers to 16. 5. A motion to approve the purchase of a delinquent lot from the Montgomery County Trustee.
