City of Carlinville City Council met May 15.

PRESENT: Alderman Downey, Alderman Harber, Alderman LeVora, Alderman Ober, Alderman Wagstaff, Alderman Koller, Alderman Reese, Alderman Link, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held Absent: Budget Officer Linda Boente
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Harber, motion passed unanimously.
Approval of Bills - Motion was made to approve bills by Alderman Koller, seconded by Wagstaff, motion passed unanimously.

Correspondence
Direso Correspondence – Motion was made to place Direso correspondence on file by Alderman LeVora, seconded by Koller, motion passed 7-1, with Link voting nay.
Public Comment
Scott Konneker of 607 N. Charles complained of an LED sign placed across the street from his residence.
Old Business
Zoning Administrator Position Reposting – Alderman Harber suggested we advertise online for the open Zoning Administrator position. We will look into the cost of using an online service to advertise. No action at this time.
Public Safety Building Roof – A motion was made by Alderman LeVora to put bids out to replace the roof on the Public Safety Building, seconded by Harber, motion passed unanimously.
Ordinance Approving Changes to the Carlinville Zoning Code – Motion was made by Alderman Downey, seconded by Wagstaff to have a new ordinance prepared that does not include solar panels within this ordinance. The new ordinance will include short term rental stays, sandwich boards, and windless banner flags. Motion passed unanimously.
New Business
Health Insurance Quotes – Dimond Brothers, Chip Thieben, and Maripat and Jennifer Cline from Live 360 were here to present health insurance quotes. After a lengthy presentation and discussion, a motion was made to approve the Live 360 health insurance for city employees for $210,300.60 a year by Alderman Downey, seconded by Harber, motion passed unanimously.
Carlinville CPA Group, Ltd. Engagement Letter – Motion was made to sign the engagement letter from Carlinville CPA Group for the 2022-23 audit by Alderman Link, seconded by Ober, motion passed unanimously. The cost is projected between $36,000 to $40,000.
Squad Car Replacement – Chief Graham has budgeted for three (3) new squad cars over the next four years. They will be purchased from Victory Lane at a cost of $132,273.00, which is budgeted. A motion was made to approve by Alderman Harber, seconded by LeVora, motion passed unanimously.
Dispatch Hire – Due to recent absence of one of our full-time dispatchers, Chief Graham has asked permission to advertise for a full-time and three (3) part-time dispatchers. A motion was made to approve by Alderman Downey, seconded by Ober, motion passed unanimously.
Façade Grants Approvals – Façade grants were approved for Heinz Furniture, Studio 133, Coco Bongo, and Area Heating and Air, and the Loomis House for up to $2,000.00 of their total projects. Total cost of the grants to the city will be $8,753.00. A motion was made to approve by Alderman Koller, seconded by Wagstaff, motion passed 7-1, with Downey voting nay.
Sidewalk Replacement Approval – tabled
Motion to adjourn was made by Alderman Downey at 7:15 p.m., seconded by Koller motion passed unanimously.
