City of Hillsboro City Council met May 16

City of Hillsboro City Council met May 16.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 pm.

Roll call was taken and those present were Mayor Downs and Commissioners Ward and Butler. Commissioner Wright and Commissioner Justison were absent.

The "Pledge of Allegiance" was recited.

Minutes of the previous meetings were approved.

Commissioners' reports:

Commissioner Butler read his report for public properties and streets and they will be included in the minutes.

Commissioner Justison was absent.

Commissioner Wright was absent but submitted a report.

Commissioner Ward had nothing to report

Mayor Downs also reminded everyone to mow their grass and please remove your yard sale signs when you are done.

Community Planner Sarah McConnell read her report and it will be included in the minutes.

The City Engineer was not present.

There were no public comments.

Motion was made by Commissioner Ward and seconded by Commissioner Butler to approve paying bills for the month of May in the amount of $407,968.07. Motion carried 3-0.

Motion was made by Commissioner Ward and seconded by Commissioner Butler to adopt Resolution No. 2023-03 a resolution approving and authorizing the execution of an intergovernmental cooperation agreement with Montgomery County. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to adopt Resolution No. 2023-04 a resolution approving and authorizing the execution and delivery of a land lease option agreement regarding real estate located 218 Industrial Park Drive. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to adopt Ordinance No. 1764 authorizing advertisement for sale of real property owned by the City of Hillsboro. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to adopt Ordinance No. 1765 authorizing advertisement for sale of real property owned by the City of Hillsboro. Motion carried 3-0.

Agenda item No. 14 was pulled by Mayor Downs

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve rebuilding high service pump #2 at the water plant by Illinois Electric Works for a cost of $24,613.75. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve a bid from Litchfield Bituminous for oil & chip & Durapatcher oil in the amount of $129,462.45 and a bid from Louis Marsch for CA7 mix & premix for a cost of $13,440.00 at the loading point and $14,536.00 at the city's stockpile. Motion carried 3- 0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve purchasing culverts from Metal Culverts, Inc. for a cost of $6,079.50. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner ward to approve purchasing a kayak launch from JLS Marine for a cost of $5,949.00. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve repairs to the street sweeper by CIT Trucks for a cost of $16,526.86. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve purchasing bass for Glenn Shoals Lake from Seven Springs Lake Management for cost of $15,000.00. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve hiring summer help which included Will & Tatum Christian, Austin Loskot, Cooper Holcomb, Magnus Wells, Dillon Smail, Alex Frailey, Kayden Liebscher, Cameron Hacke and Wyatt Chappelear. Motion carried 3-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve a façade Improvement Grant for the Historic Red Rooster. Motion carried 3-0.

Community Planner Sara McConnell said she would be applying for the second phase of the grant.

Motion to Adjourn was made at 7:40 pm by Commissioner Ward and seconded by Commissioner Butler. Motion carried 3-0.
