City of Carlinville City Council met June 5.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Ober, Alderman Wagstaff, Alderman Koller, Alderman Reese, Alderman Link, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Woodard and Curran Representative Dan Held, Legal Counsel Cravens, Budget Officer Linda Boente by Phone: Alderman Harber Absent: Alderman LeVora, City Treasurer Jody Reichmann

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Koller, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Koller, seconded by Reese, motion passed unanimously.

Alderman Downey made a motion to approve and place on file all correspondence, seconded by Ober, motion passed unanimously.

Public Comment

Jerry Wilson complained to the council about several items, included dilapidated properties, speeding vehicles, etc.

Chris Hartsook representing Our Market gave an update to the council and passed out renderings of the new market coming to the Carlinville Plaza.

City Clerk reminded the council that the next meeting will be on June 20th, due to Juneteenth 19th being a federal holiday, and there will be no meeting on July 3rd.

Old Business

IARWC Update – Dan Held reported that the main focus of the right now of the project was obtaining easements.

FYI: Water Meter Project Notices – As part of the water meter replacement project, notices were included in the packet that citizens will be receiving on their door, if their meter is in the basement.

Ordinance Approving Changes in Zoning Code – Motion was made to approved ordinance by Alderman Downey, seconded by Koller, motion passed unanimously.

FY 2024 – Various Public Works Projects for Approval - Motion was made by Alderman Link to approve engineering fees for Lead Service Line Project – 40,000.00, Water Meter Replacement of 20,206.00 and Water Storage Tank 47,685.00, seconded by Ober, motion passed 6-1 with Downey voting nay.

Motion was made by Alderman Koller to proceed with seeking $800,000.00 in financing for repairs to the Schien water tower, seconded by Ober motion passed unanimously.

Sidewalk Replacement Approval – Motion was made by Alderman Link to approve $7,200.00, 50% of sidewalk replacement at the Lutheran Church, seconded by Koller, motion passed unanimously.

New Business

Macoupin County Safe Families – Juliet Wooldridge / tabled

Finance Meeting date/time Change – tabled

Motion was made at 6:40 p.m. by Alderman Downey to go into executive session to discuss personnel matters, seconded by Koller, motion passed unanimously.

Executive Session

The appointment, employment, compensation, discipline, performance, or dismissal of specific employee of the public body

Motion was made to come out of executive session at 6:51 p.m., Downey, seconded by Wagstaff.

Motion to adjourn was made by Alderman Downey at 6:51 p.m., seconded by Koller motion passed unanimously.
