City of Hillsboro City Council met June 20

City of Hillsboro City Council met June 20.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 pm.

Roll call was taken and those present were Mayor Downs and Commissioners Wright, Butler, Ward and Justison.

The "Pledge of Allegiance" was recited.

Minutes of the previous meetings were approved.

Commissioners' reports:

Commissioner Butler read his report for public properties and it will be included in the minutes. Butler reported the street department had blacktopping, picking up brush and working on sidewalks.

Commissioner Justison had a written report from the police department and it will be included in the minutes.

Commissioner Wright read her report and it will be included in the minutes.

Commissioner Ward had nothing to report other than the bills on the agenda.

Mayor Downs said the Red Rooster was finally open and the grand opening went well.

Community Planner Sarah McConnell read her report and it will be included in the minutes.

The City Engineer Jeremy Connor said the 2023 MFT was approved and they are looking at a mid-July bid opening for the spillway project. Connor said they should have the IDOT approval back soon for the Mechanic St. culvert project and then it will be bid out and the sidewalk project on the Courthouse Square will be open soon.

Public Comments:

Dave Stromatt addressed the Council and said he would like to see the backside of the Marina open back up so boats could get to the marina to eat.

Don Karban, Bill Jones and Allen Spellbring addressed the Council on a building Brian Sullivan was wanting to put up on Adams St. All three were against the building being built Karban and Spellbring because it didn't confirm with zoning and Jones because he lived there.

Sandy Kershaw Cindy Brinkman addressed the Council and spoke in favor of the Sullivan building being built.

Motion was made by Commissioner Ward and seconded by Commissioner Wright to approve paying bills for the month of June in the amount of $461,597.03. Motion carried 5-0.

Motion was made by Commissioner Wright and seconded by Commissioner Justison to approve rezoning property located at 631 Adams from R-2 to B-2. Motion carried 5- 0.

Motion was made by Commissioner Ward and seconded by Commissioner Butler to approve a four-mile fun run to be held on Sunday, August 6th. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Justison to approve events to be held by the Glenn Shoals Lake Club. Events included the boat parade on July 2nd and the Aqua Run on July 29th which will include a bonfire and band. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve an engineering agreement with Hurst & Rosche for the Jefferson St. project. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to approve an engineering agreement with Hurst & Rosche for the Fairground Ave. project. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to approve an estimate from Tree Brothers Tree Service for a cost of $4,600 for trees along Jefferson St. in Hillsboro. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve a proposal from Nail Land Surveying for a cost of $8,000.00 to survey land for the McFarlin land swap. Motion carried 5-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve Madeline Watkins as the head lifeguard at the pool with a $1.00 raise. Motion carried 5-0.

Motion was made by Commissioner Justison and seconded by Commissioner Wright to adopt Resolution No. 2023-06 approving and authorizing the SRO Intergovernmental Agreement with the Hillsboro School District. Motion carried 5-0.

Motion was made by Commissioner Justison and seconded by Commissioner Butler to approve purchasing a squad car for the SRO from Victory Lane for a cost of $42, 132.00 and equipment installation of $9,853.47. Motion carried 5-0.

Motion was made by Commissioner Justison and seconded by Commissioner Butler to approve purchasing fire hose for the fire department from Mac's Fire & Safety for a cost of $4,489.50. Motion carried 5-0.

Motion to Adjourn was made at 8:00 pm by Commissioner Justison and seconded by Commissioner Wright. Motion carried 5-0.
