City of Carlinville City Council met June 20.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Koller, Alderman LeVora, Alderman Link, Alderman Reese, Alderman Wagstaff, Alderman Ober, Alderman Harber, Deputy City Clerk Julie Stults, and Police Chief Graham.

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.

Approval of Bills - Motion made to approve reports and bills by Alderman Koller, seconded by Levora, motion passed unanimously.

Correspondence

Damon Miller Correspondence: Damon would like to use parking spaces in front of the Loomis House on the square on June 23rd for a movie/documentary he is doing.

Diane Hardy Correspondence: Diane would like to put a banner at the train station for summer repertory theater from July 15th to July 30th.

IDOT Correspondence: IDOT will be doing road work on IL 108 during the summer of 2023. Motion to place all correspondence on file made by Alderman Harber, seconded by Wagstaff, motion passed unanimously.

Public Comment

Alderman Link read the project information from Woodard and Curran:

As you may have heard, on June 1, the IEPA released their draft Intended Use Plan (IUP) for FY24 State Revolving Fund money. This was a very successful outcome for Carlinville!

Beginning in the Fall of 2022, Carlinville started, with support by Woodard & Curran, the application process for the IEPA State Revolving Fund Loan Program for vital water and sewer infrastructure upgrade projects.

These projects include replacing nearly 8,000 feet of failing 6-inch water main with a history of frequent breaks and service outages on Hwy 108 from west of Colt Road to McCausland Street with new 8-inch water main; replacing 2,000 feet of both water main and sewer line on 108 from Alton Road to the downtown City Square also with a history of frequent breaks and service disruptions in coordination with an upcoming IDOT roadway improvement project with new 8-inch water main and 24-inch sewer (replacing existing 22-inch brick sewer); and finally as required by the Illinois Lead Service Line

Replacement and Notification Act, the City is required to inventory water service line materials and replace lead service lines over a duration of years, the City has attracted substantial funding from the State to start this project as well, all in effort to improve the health and safety of City’s residents.

Carlinville is included on the Draft IUP for the following items:

1. Water main replacement, Hwy 108 west of Colt Road – score = 200; estimated principal forgiveness $707,500 on total project cost/loan of $1,504,000 (Estimated Construction Start Date 8/21/2023)

2. Water main replacement, Hwy 108 downtown – score = 200; estimated forgiveness $542,500 on total project cost/loan of $1,085,000

3. Sewer main replacement, Hwy 108 downtown – score = 375; estimated forgiveness $440,100 on total project cost/loan of $1,467,000

4. Lead Service Line Replacement – score = 270; requested loan amount $349,000; reserved principal forgiveness, 100% $349,000

Total Loan Amount requested and approved: $4,405,000.

Total Principal Forgiveness: $2,039,100

Alderman Downey thanked Woodard & Curran for doing so much work helping with the funding of all these projects.

Eagle Scout Proclamation: Mayor Oswald gave a proclamation to Charles Santiago Wilson.

Kufa and Son Proposal -City Hall rooftop unit: Kufa has worked on the A/C unit at City Hall and has advised we need a new unit. The bid for a new unit is $9790.00. Motion to approve the purchase of a new A/C unit for City Hall in the amount of $9790 from Kufa and Son by Alderman Downey and seconded by Harber, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:14 p.m., seconded by Koller motion passed unanimously.
