City of Pana City Council met June 26.

Here are the minutes provided by the council:

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M.

The Pledge of Allegiance to the flag was recited.

Roll Call showed the following Aldermen as being present: Christer, Eddy, Schneider, Scott, Garrett, Beeson were present. Stephens and Smith were absent. Six aldermen were present. Two were absent.

Scott/Beeson to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the June 12, 2023 regular session, payrolls to be paid on June 30 and July 6, 2023, disbursements to be paid on July 1, 2023, and Treasurer’s Report for May 2023. The motion carried on the following roll call vote: Christer, Eddy, Schneider, Scott, Garrett, Beeson voting aye. No nays. Six ayes.

Scott/Beeson to pass Ordinance #1931, “An Ordinance Authorizing the Sale of Surplus Real Estate 401 E Fifth St.” The motion carried on the following roll call vote: Eddy, Schneider, Scott, Garrett, Beeson, Christer, Pastor voting aye. No nays. Seven ayes.

Scott/Beeson to pass Ordinance #1932, “An Ordinance Amending the Pana Code of Ordinances – Liability for Illegal Burning.” The motion carried on the following roll call vote: Schneider, Scott, Garrett, Beeson, Christer, Eddy voting aye. No nays. Six ayes.

Scott/Christer to waive the first presentation and pass Ordinance #1933, “An Ordinance Amending the Pana Code of Ordinances – Swimming at Lake Pana.” The motion carried on the following roll call vote: Scott, Garrett, Beeson, Christer, Eddy, Schneider voting aye. No nays. Six ayes.

Scott/Schneider to waive the first presentation and pass Ordinance #1934, “An Ordinance Establishing Rules and Regulations for the Use of the Lake Pana Pavilion.” The motion carried on the following roll call vote: Garrett, Beeson, Christer, Eddy, Schneider, Scott voting aye. No nays. Six ayes.

Scott/Christer to waive the first presentation and pass Ordinance #1935, “An Ordinance Prohibiting Camping and Campfires at Designated Fishing Areas at Lake Pana.” The motion carried on the following roll call vote: Beeson, Christer, Eddy, Schneider, Scott, Garrett voting aye. No nays. Six ayes.

Scott/Eddy to waive the first presentation and pass Ordinance #1936, “An Ordinance Authorizing the Sale of Surplus Real Estate 105 W Orange Street and 108 N Michaels Street.” The motion carried on the following roll call vote: Christer, Eddy, Schneider, Scott, Garrett, Beeson voting aye. No nays. Six ayes.

Scott/Christer to acknowledge the first presentation of “An Ordinance Regulating Food Trucks.” The motion carried on the following roll call vote: Eddy, Schneider, Scott, Garrett, Beeson, Christer voting aye. No nays. Six ayes.

City Engineer Greg Holthaus informed Council that the tile has been removed from the roof at the Kitchell Park Gatehouse and a bid for repairs will be prepared for the Support Committee. It was recommended that the City create a dock for use of the city boat in K or H section where overhead lines prohibit the building of a structure.

Christer/Scott to proceed with the demolition of 401 East 1st with the cost of dumpsters and Doug Miller Contracting being paid from the surplus budget. The motion carried on the following roll call vote: Schneider, Scott, Garett, Beeson, Christer, Eddy voting aye. No nays. Six ayes.

Scott/Christer to hire Mitchell Cothern for the flexible position. The motion carried on the following roll call vote: Scott, Garrett, Beeson, Christer, Eddy, Schneider voting aye. No nays. Six ayes.

Mayor Pastor recognized Pana Pride for the demolition of 401 E 5th and 108 N Michaels which had a total cost of $16,178.45.

Eddy/Scott to approve Brant Bowker as Auxiliary Firefighter. The motion carried on the following roll call vote: Garrett, Beeson, Eddy, Scott, Pastor voting aye. Christer, Schneider voting present. No nays. Five ayes. Two present.

Scott/Beeson to approve boat dock application of John and Vicki Carr at Lake Lot H24. The motion carried on the following roll call vote: Beeson, Christer, Eddy, Schneider, Scott, Garrett voting aye. No nays. Six ayes.

David Schaab of Waste Management and Bryan Deming of DC Waste addressed Council concerning the regulation of garbage rates.

Eddy/Scott to have the Administration Committee discuss options for garbage rates. The motion carried on a voice vote. Christer to approve the bid of Red’s Electric for repairs to the lighting at the tennis courts. Christer rescinded his motion.

Garrett/Christer to suspend the bidding procedures and solicit informal bids to repair the lighting at the tennis courts at Kitchell Park. The motion carried on a voice vote.

Alderman Beeson announced that the Pool will be holding an event on July 15, 2023 with bounce houses and other activities.

Brandy Cohan was given permission by Mayor Pastor to set microphones on the table during Council Meetings to allow for better volume during the Facebook live streaming.

Rhett Zahradka asked Council to allow a fundraising event for Cystic Fibrosis to take place at Kitchell Park on September 23, 2023 from 9-5 with street closures. The event will be put on the next meeting agenda.

City Engineer Greg Holthaus thanked Clayton Stenson of At Your Service for his work on the Chautauqua roof as well the donation of new roofing to other structures at Kitchell Park.

Scott/Beeson to adjourn. The meeting adjourned at 7:55 p.m.
