City of Carlinville City Council met July 17.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman LeVora, Alderman Ober, Alderman Wagstaff, Alderman Koller, Alderman Reese, Alderman Link, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held, Budget Officer Linda Boente

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Harber, seconded by Wagstaff, motion passed unanimously.

Correspondence

Rotary Club Correspondence – Motion was made to approve ice cream social on July 28, from 6- 8 p.m. in the middle of the square, by Alderman Wagstaff, seconded by Reese, motion passed unanimously.

Direso Correspondence – Motion was made by Alderman Downey to accept and place on file TIF related question correspondence from Joseph Direso, seconded by Wagstaff, motion passed unanimously.

Public Comment

Chip Thieben from Dimond Brothers thanked the city council for entrusting his company with the employee’s new health benefits plan.

Alderman Wagstaff who lives in the 1100 block of Johnson, was concerned about a crime that took place last week and the concern from continuants of the public not being notified.

Alderman Harber informed the council that a budget report will be generated once a quarter that specifically shows amount of budget that has been used.

Old Business

Proposal Center and Ravine Lift Station – A motion was made to approve a proposal from Vandevanter Engineering for Center Street Grinder Pump Lift Station Rehab for a price of $35,645.00 by Alderman Koller, seconded by Link, motion passed unanimously.

WWTP Engineering Facility Plan Approval – Jennifer Birger from Woodard and Curran Engineering Department presented an Engineering Services Plan for the Wastewater Treatment Plant. A project plan needs to take place to be in compliance with IEPA. A motion was made by Alderman Downey to move the plan forward for the cost of $247,705.00, seconded by Harber, motion passed unanimously.

New Business

Eagle Scout – Dunn / Rehab Gazebo- Matthew Dunn came before the council to present his Eagle Scout project. He wants to paint the floor of the gazebo, handrails and replace lattice work. A motion was made by Alderman Wagstaff to approve, seconded by Koller, motion passed unanimously, with Alderman Link abstaining.

Blackburn Alum Request – Motion was made to approve closing of First North Street, Friday from 6-11 p.m. for Blackburn Alum reunion party, by Alderman Harber, seconded by Ober, motion passed unanimously.

Rezone 227 East First South – 227 East First South was purchased by the county for an election office. A motion was made to rezone from neighborhood commercial to government by Alderman Downey, seconded by Link, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:25 p.m., seconded by Koller motion passed unanimously.
