Bond County Community Unit School District 2 Board of Education met Aug. 21.

Here are the minutes provided by the board:

The Board of Education of Bond County Community Unity No. 2 held a special meeting on Monday, August 21, 2023, in the BCCU #2 High School Library, 1000 E. State Rte. 140, Greenville, IL.

Board President Randi Workman called the meeting to order at 5:30 p.m.

Those present were board members Carr, Frey, Gerl, Reavis, Simmonds, Wall, and Workman. Others present were Superintendent Wes Olson; Board Secretary Emily Laesch; WGEL Jeff Leidel; Susan Corbus and Ernie Oakley.

PUBLIC COMMENT

There was no public comment.

RESOLUTION AUTHORIZING A LOCAL GOVERNMENT PROPERTY TRANSFER ACT

Motion by Simmonds, second by Reavis, to approve a resolution authorizing a Local Government Property Transfer Act sale of the Sorento School to the Village of Sorento.

Discussion: Board Member Wall spoke regarding the language in Section 5: Conveyance and Records, that states no public school for grades kindergarten through 12th grade pursuant to the Code. He asked what the reason was for that. Dr. Olson replied that in reality, the reason that was included was because of the rumors of detachment and getting the school for another district to use.

Mr. Wall stated that there is no precedent for that. He added that he purchased the old junior high school and there were no stipulations such as that in the contract he signed for that building. Dr. Olson said that he was not present for that sale and it was a totally different situation.

Board Member Wall asked what the district would benefit from having that in the language of the contract. In his opinion, there has been a breach of trust with the community and the district needs to try and heal that. In his opinion, the district should try to reach out and remedy that, since the district closed the school. He said he sees this as a poke in the eye to the people of Sorento when there is no added benefit to the district for having that included in the contract.

Board Member Gerl added that if the annexation does go through with Mr. Olive, the building would be used for a school in a different school district and would be no competition to Bond County Unit 2.

Mr. Wall made a motion to propose an amendment to the previous motion and strike Section 5 of the sales contract that states "to prohibit the use of the premises as a public school for grades kindergarten through 12th grade pursuant to the Code." Board Member Gerl seconded. Roll call vote: Carr, no; Frey, no; Gerl, yes; Reavis, no; Simmonds, no; Wall, yes; Workman, no. Motion failed 2-5.

The original motion made by Simmonds and seconded by Reavis, to approve a resolution authorizing a Local Government Property Transfer Act sale of the Sorento School to the Village of Sorento, was voted on. Roll call vote: Carr, yes; Frey, yes; Gerl, yes; Reavis, yes; Simmonds, yes; Wall, yes; Workman, yes. Motion carried 7-0.

REPEAL OF BOARD RESOLUTION DATED JULY 19, 2023 TO SELL SORENTO SCHOOL BY SEALED BID

Motion by Reavis, second by Carr, to repeal the Board Resolution dated July 19, 2023 to sell the Sorento School by sealed bid. Roll call vote: Carr, yes; Frey, yes; Gerl, yes; Reavis, yes; Simmonds, yes; Wall, yes; Workman, yes. Motion carried 7-0.

Motion by Simmonds, second by Frey, that the meeting be adjourned at 5:45 p.m. Roll call vote: Carr, yes; Frey, yes; Gerl, yes; Reavis, yes; Simmonds, yes; Wall, yes; Workman, yes. Motion carried 7-0.
