City of Carlinville City Council met Sept. 5.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Ober, Alderman LeVora, Alderman Reese, Alderman Link, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Woodard and Curran Representative Dan Held, Legal Counsel Don Craven, Budget Officer Linda Boente, City Treasurer Jody Reichmann by Phone: Alderman Koller Absent: Alderman Wagstaff,

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman LeVora, seconded by Link, motion passed unanimously.

Correspondence

Jon Griffel/Sue Mueller – Chamber of Commerce/ Scarecrow contest will take place October 14th approval was given to take place in the planters on the square after a motion was made by Alderman Harber, seconded by Ober, motion passed unanimously.

Carlinville Walmart – Walmart was given permission to use 4 parking spots during merchant’s night on the square after a motion was made by Alderman Harber, seconded by LeVora, motion passed unanimously.

Public Comment - None

Old Business

Public Safety Building Roof Discussion/Approval- Motion was made to accept the bid from D.E. Martin Roofing, for a price not to exceed $297,323.00 to replace the roof on the public safety center, after a motion was made by Alderman Downey, seconded by LeVora, motion passed unanimously.

Ordinance Authorizing the Solicitation of Proposals for the Sale of Certain Real Property 1000 N Broad/

Ordinance Authorizing the Solicitation of Proposals for the Sale of Certain Real Property 1020 N Broad/Motion was made to pass both ordinances listed above after a motion was made by Alderman Downey, seconded by Ober, motion passed unanimously.

Removal of Tree / 327 Johnson Street / motion was made to remove tree at 327 Johnson bearing half expense of $600.00 with the home owner by Alderman Harber, seconded by Link, motion passed unanimously. Tree needs to be removed from the boulevard.

Credit Card Bank Fees (3% fee)/City Hall/Credit Card Use- motion was made to charge 3% fee for credit card use when making payments to the city and to implement credit card machines for city hall by Alderman Downey, seconded by LeVora, motion passed unanimously.

New Business

Peddlers License Increase – A motion was made by Alderman Ober to increase the amount of a peddler’s license from $100.00 to $250.00 a day, seconded by LeVora, motion passed with a 4-3 vote, Downey, Koller and Reese voting nay.

Ordinance Authorizing the Installation of Water Mains on or around Blackburn College – Discussion took place, Alderman Downey then made a motion to table and send this matter back to the public works committee, seconded by Harber, motion passed unanimously.

Executive Session

The appointment, employment, compensation, discipline, performance, or dismissal of specific employee of the public body

Motion was made to come out of executive session at 6:49 p.m., Downey, seconded by LeVora.

Motion to adjourn was made by Alderman Downey at 6:57 p.m., seconded by Harber motion passed unanimously.
