City of Pana City Council met Oct. 23.

Here are the minutes provided by the council:

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M. 

The Pledge of Allegiance to the flag was recited. 

Roll Call showed the following Alderpersons as being present: Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson were present. Eight aldermen were present. None were absent. 

Scott/Christer to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the  October 10, 2023 regular and closed session meetings, payrolls to be paid on October 20 and 31, 2023, disbursements to be paid  November 1, 2023 and treasurer’s report for September 2023. The motion carried on the following roll call vote: Christer, Eddy,  Schneider, Stephens, Scott, Smith, Garrett, Beeson voting aye. No nays. Eight ayes. 

Ben Spreen from Benton & Associates provided and update on the Waste Water Treatment Plant project stating that permits  will be issued in 2-3 weeks, advertising is expected in December with opening in February. 

Scott/Stephens to approve final loan disbursement for the PAC Building in the amount of $118,756.09. The motion carried on  the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer voting aye. No nays. Eight ayes. 

Lee Beckman from Milano & Grunloh gave a brief update on pending grants for the city. 

Beeson/Garrett to pass Ordinance #1949, “An Ordinance Approving Amended Tax Increment Financing Redevelopment  Agreement Existing Building Repairs and Property Redevelopment with Pathfinder Disc.” The motion carried on the following roll call  vote: Schneider, Stephens, Smith, Garrett, Beeson, Christer voting aye. Scott, Eddy voting nays. Two nays. Six ayes. 

Scott/Smith to pass Ordinance #1950, “An Ordinance Amending Section 23-508(d) of the Pana Code of Ordinances – Disconnection Billing Charges.” The motion carried on the following roll call vote: Stephens, Scott, Smith, Garrett, Beeson, Christer,  Schneider voting aye. Eddy voting nay. One nay. Seven ayes. 

Schneider/Stephens to pass Ordinance #1951 “An Ordinance Authorizing 4-Way Stop Signs at Walnut and DeWitt  Intersections.” The motion carried on the following roll call vote: Scott, Smith, Garrett, Beeson, Christer, Eddy, Schneider, Stephens voting aye. No nays. Eight ayes. 

Scott/Beeson to pass Resolution #23-40, “A Resolution Approving and Addendum to the Tax Increment Financing  Redevelopment Agreement with Wortman Development LLC.” The motion carried on the following roll call vote: Smith, Garrett,  Beeson, Christer, Schneider, Stephens, Scott voting aye. Eddy voting nay. One nay. Seven ayes. 

Scott/Smith to acknowledge first presentation of “An Ordinance Amending Section 25-102 of the Pana Code of Ordinances – Building Permit Fees.” The motion carried on the following roll call vote: Garrett, Beeson, Christer, Eddy, Schneider, Stephens, Scott,  Smith voting aye. No nays. Eight ayes. 

Scott/Smith to acknowledge first presentation of “An Ordinance Amending the Pana Zoning Code Establishing a Commercial  Overlay District.” The motion carried on the following roll call vote: Beeson, Christer, Eddy, Schneider, Stephens, Scott, Smith, Garrett voting aye. No nays. Eight ayes. 

Scott/Stephens to acknowledge first presentation of “An Ordinance Amending Section 25-2 of the Pana Code of Ordinances – Definitions – Home Occupations.” The motion carried on the following roll call vote: Christer, Eddy, Schneider, Stephens, Scott, Smith,  Garrett, Beeson voting aye. No nays. Eight ayes. 

Scott/Stephens to table first presentation of “An Ordinance Amending the Zoning Code – Accessory Dwelling Units.” The  motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer voting aye. No nays.  Eight ayes. 

City Engineer Greg Holthaus informed council that the pool is winterized and that coordination for winterizing the lagoon  fountain is ongoing. 

Scott/Smith to approve proceeding with the application process for the 2023 Urban and Community Forestry Grant Program.  The grant is a 1-1 match up to a maximum of $30,000 and addresses Ash trees that have Emerald Borer infestation. The motion  carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Garrett, Beeson, Christer, Eddy voting aye. No nays. Eight  ayes. 

Christer/Stephens to approve the Special Events Application for the Pana Chamber of Commerce for the Christmas Event on  November 26, 2023 in the downtown. The motion carried on a voice vote. 

Smith/Christer to approve a memorial tree being planted in Kitchell Park for Brenda Sims. The motion carried on a voice vote. Charles Davis addressed council about their consideration and discussion of Accessory Dwelling Units.

Scott/Smith to adjourn. The meeting adjourned at 7:37 p.m.
