City of Greenville Lake Committee met Nov. 6.

Here are the minutes provided by the committee:

The Lake Committee meeting was called to order on Monday, November 6, 2023 at 7:00 PM by Chairman Kyle Smith.

1. ROLL CALL

Committee Members Present: Committee Person Jim Tarasuik, Committee Person Kyle Smith, Lake Committee Member Gary Trudell, Committee Person Craig Moser, and Lake Comittee Gary Zurliene

Committee Members Absent:

Staff Present: City Manager Jo Hollenkamp, Code Enforcement Officer Jeff Ketten, City Clerk Jody Weiss

Public Present: Jeff Leidel, Breck Nelson

4. APPROVAL OF MINUTES

4.1. Motion by Jim Tarasuik, seconded by Craig Moser, to approve November 7, 2022 Lake Committee minutes as presented.

5. MATTERS OF CONSIDERATION

5.1. Seawalls & Lake Ecology

Smith was concerned about the rip rap and how it absorbs the waves. Seawalls are allowed now, but IDNR only allows so much. Ketten said the Corps of Engineers monitors seawalls and rip rap. Moser added the type of rip rap is important.

The lake was shocked recently. Smith asked what is the seawall limit and what have allotted. Zurliene feels there are boats too big making bigger waves allowed on the lake, causing the erosion. Smith feels wave runners are doubling the amount of waves on the lake. Hollenkamp said we could consider having a public meeting to go down in horsepower for the boats. We can used the current permit list to notify permit holders. Smith said the personal watercraft was the reason we increased horsepower as manufacturers continue raising it and getting lower horsepower is more difficult. Moser added that certain types of boats create more waves too. Hollenkamp said we will discuss boat size at the next meeting.

Smith is concerned about personal watercraft safety with younger adults who do not know what they are doing on the lake as far as safety. Operators are trying to jump waves from people who are actually skiing or boarding, and not watching out for people in the lake who have fallen off/down. Moser said no one is policing the area. Ketten stated that current Lake Patrol officer has followed those on personal watercrafts and talked to parents, as they are ultimately the responsible party. Hollenkamp said that Lou Lorton does not want to write tickets or citations.

Trudell asked how many gallons of water are in the lake, and Hollenkamp will follow up with Lee Beckman, our engineer for the answer.

5.3. Siltation - To be tabled until next meeting when our engineer can attend. 5.4. Status of auxiliary overflow spillway

Ketten reported the auxiliary spillway is where it is supposed to be, with possibly a 2" variance.

5.5. Fuel dock revenue $21,762.06 and expense $20,220.58

5.6. Campground revenue and expense report

Campground made $4,443 with the marina boat slip making $135. It was pointed out that the campground has not been advertised, and only word of mouth has been bringing in campers. Hollenkamp said she may open a yearly rental for 4 (four) 2024 boat slips. Moser added the campground looks very nice and has seen elderly people on the handicap ramp fishing. He suggested adding fish attractors for pan fish in the future.

5.7. 2024 Campground plans

The City is applying for Phase 2 of the OSLAD grants to include ADA campsite by the restrooms, bird houses, fish feeders, pavilion, playground and a bathroom with shower house.

Hollenkamp said nothing is being done at Idler Lane boat ramp in the near future. 5.8. DNR Fish report - not yet available.

5.9. Fishing tournament revenue - $280.00

6. ADJOURNMENT

Motion by Jim Tarasuik, seconded by Kyle Smith, to adjourn the Lake Committee Meeting at 7:50 PM.
