Macoupin County Board Finance Committee met Nov. 7.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Payne, Armour, Adden, Dragovich (Remote), Heuer, Stayton, Duncan, Reinhart, Garrison, Blank

ABSENT: Kiel

II. AGENDA ITEMS

1. Audit Engagement Letter with Scheffel Boyle

Duncan passed out what the audit costs over the last four years and the

proposed amounts over the next four. There were questions about the reasons for the increase as well as the reason why the Circuit Clerk's audit was being broken out to a separate letter this time. As the audit needed to be completed soon, the decision was made to see if the auditors would agree to do a one year letter in order to get this year's work done and then do the other three the next month.

Motion by Armour, seconded by Stayton to recommend getting this year's letter signed and talking with the auditors next month for the remaining three.

2. Federal Matching Tax Levy Discussion for Highway Department

Reinhart had emailed asking about the federal aid matching levy and that the certification that the county had levied the maximum amount. Duncan explained that with PTELL, the county had hit the most it could extend in total. For individual line items, they can move money around which had not been done that year. Reinhart requested that a transfer take place to get the county up to the most of out of the match. For the $40,000 the county would put in, there would be $20,000 in federal match. Duncan said at this point, that money would need to come from the general fund balance and hope that the revenue came in at a higher rate to make up the difference.

Motion by Armour, seconded by Heuer to recommend a resolution.

3. Draft Financial Policies

Duncan passed out the draft financial policies with notes in red of questions or concerns that had been brought up by other officials and department heads. As nearly all of these were already policies just now in written form. There were slight adjustments made regarding non-union overtime, part time hours regarding health insurance, and sales tax on reimbursement expenses.

Motion by Armour, seconded by Adden to recommend the draft financial polices with the changes discussed.

4. Special Investigator for State's Attorney's Office

Garrison said he was asking to set up a new line item in his budget to handle the special investigation. It would not be new money added to his budget, he would be using money from his permanent salaries line item.

Motion by Adden, seconded by Stayton to recommend the change to the State's Attorney's budget to the full Board.

5. Resolution Amending Grant Fund Appropriation for Public Defender Grant Duncan said this resolution would increase the grant fund appropriation to cover a grant the Public Defender's office received for costs to help cover the SAFE-T Act.

Motion by Stayton, seconded by Heuer to recommend the resolution.

6. American Rescue Plan Request and Update

Blank presented bids she had for the work to be done at the Gillespie parking lot on Macoupin St. It would be well under budget of the initial request. There was aquestion about the number of bids for the asphalt. It was decided to get another bid for that and bring it back the next month.

Duncan passed out the updated ledger and walked through how much township money was left to be spent according to the deadline the county set.

7. Tax Levy Hearing Setting

Duncan asked if the committee wanted to have the tax levy hearing at their regular meeting next month. It was decided to have the meeting at the December 5th date at 5:30 pm.
