City of Carlinville City Council met Dec. 4.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman LeVora, Alderman Ober, Alderman Wagstaff, Alderman Koller, Alderman Reese, Alderman Link, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Bobbi Bates, Zoning/Econ Dev

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Harber, seconded by Koller, motion passed unanimously.

Correspondence

Public Comment – Clement C. Moore came before the council from New York City, NY with a prepared statement regarding Christmas in Carlinville. He expressed how much he enjoyed the weekend and gave thanks to all who was involved in the event. He also recited Twas the Night Before Christmas.

Old Business

Approval of Cleaning Bids – Alderman Downey made a motion to approve the cleaning bid from Jered Wirth of Wirth Property Management for 16 hours a week at $35.00 an hour for cleaning city hall, public works, police station and train station, seconded by Harber, motion passed unanimously.

Open Bid Property / 830 Mayo/1000 N. Broad/1020 N. Broad- Bids were opened for 830 Mayo bid for $5,100.00 from Dustin Wise, and William Pranger for $5,200. A motion was made by Alderman Harber to approve the bid of $5,200.00 from Pranger, seconded by Koller, motion passed unanimously. Bids were opened for 1000 N. Broad and 1020 N. Broad were opened bids for each property were Doug Downey bid $2,750.00 for each property and Dustin Wise of $500.00 for each, motion to approve bid from Downey was made by Alderman Downey contingent on ruling of a conflict, seconded by Harber, motion passed with Downey abstaining.

New Business

Gillespie/Benld Ambulance Service – Sue Campbell, Kat Emmons and Ron Young were here from Gillespie/Benld Ambulance Service to introduce themselves as new directors and board member and to answer any questions regarding the ambulance service.

December 22 / Half-Day – Alderman Ober made a motion to give city employees a half day off on December 22, seconded by Koller, motion passed unanimously.

Review /Approve Electric Contract – Alderman Harber made a motion to allow the mayor to sign a year contract from lowest provider of electricity not to exceed our current contract of $117,000.00 with Calpine, current rates for Homefield $104,000.00 Constellation $110,000.00, Calpine $106,000.00, seconded by Ober, motion passed unanimously.

Illinois Route 66 Scenic Byway Advertising – Motion was made by Alderman Link to approve advertising in the IL Route 66 Scenic Byway magazine for $250.00, seconded by Reese, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:40 p.m., seconded by Koller motion passed unanimously.
