• City Council Minutes – request approval for 12-04-2023 meeting minutes.

3. Approval for Mayor Farley to sign Memorandum of Understanding documents for IDOT plans to overlay portions of IL Rt 37 in Marion County, including Salem.

4. Revised 2023 Estimate for MFT Local General Maintenance Estimation and Resolution to approve the changes.

5. Approval for an amendment to the TIF 3 (Downtown TIF) boundaries to exclude a property on East Main St.

6. Review and approval of the Accounts Payable list for the City for the period of November 20 through December 15, 2023.

REGULAR CITY COUNCIL MEETING 

December 18, 2023 – 6:00 PM 

1. Consent Agenda – Council members have been provided with a copy of the minutes from the prior Council meeting held on December 4, 2023. Recommending approval of the minutes of the December 4, 2023 Council minutes as presented. 

2. Request to approve the purchase of a replacement blower for the Grit Removal Chamber at the Waste Water Treatment Plant. The Grit Removal Chamber is a necessary part of the process at the plant and the existing equipment is no longer functioning properly. Public Works has budgeted $18,000 for the replacement. We have two bids for the replacement blower and recommend accepting the quote from Municipal Equipment in the amount of $18,351.50 plus freight costs. Recommend approval of the quote from Municipal Equipment for the replacement blower for the Waste Water Treatment Plant in the amount of $18,351.50 plus freight cost. 

3. IDOT is proposing an overlay project for portion of IL Rt 37 in portions of Marion County and is seeking a signed Letter of Understanding between the City and State. They are requesting that the Council empower Mayor Farley to sign the Letter of Understanding to complete that portion of the necessary documents for this project. Requesting the approval for Mayor Farley to sign the Letter of Understanding to be returned to the IDOT office in Collinsville. 

4. Gonzalez Engineering LLC has provided us with a revision to the 2023 Motor Fuel Tax Local Public Agency General Maintenance estimate. This revision more accurately shows the actual cost of the road resealing program for the City of Salem during the calendar year 2023. Gonzalez has also provided a written agreement for their services on the MFT program in the next calendar year. Recommending approval of the revision of the MFT estimates. 

5. Approval of an amendment to the boundaries of the downtown TIF (TIF 3) to exclude the property located at 321 East Main St. from the TIF zone. This is the property owned by our TIF administrator and this action is being taken to remove any concerns about the Administrator’s actions providing any undue advantage to Ms. Dellicarpini. Recommending approval of the amendment to the TIF boundaries to remove the property located at 321 E. Main St., Salem, IL. 

6. Review and approval of the list of Account Payables for the period of November 20 to December 15, 2023 as presented. Recommending approval of the Accounts Payable list as presented.
