City of Carlinville City Council met Dec. 18.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman LeVora, Alderman Ober, Alderman Koller, Alderman Reese, Alderman Link, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Absent: Alderman Wagstaff

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion was made to approve bills, by Alderman Koller, except the Badger Meter, until clarified, seconded by Ober, motion passed unanimously.

Monthly Tax Report - FYI

Correspondence

Carlinville Market Days – Approval was given for 2024 Market Days dates, first Saturday of the month April thru November, with September being moved to the 14th, due to Lions Carnival, motion to approve was made by Alderman Koller, seconded by Harber, motion passed unanimously.

Public Comment - None

Old Business

Bids 1000 and 1020 North Broad – A motion was made by Alderman Harber to reject all bids for 1000 North Broad and 1020 North Broad that were submitted at the last meeting, due to conflict and low bids, seconded by Ober, motion passed unanimously.

COBANK Renewal – A motion was made to renew COBANK loan for the cost of $2,500.00 for another year, by Alderman Harber, seconded by Link, motion passed unanimously.

SRF Agreements – FYI -Agreements have already been approved for lead service lines, documents were signed prior to the meeting.

Approval MFT Budget - MFT maintenance budget was approved after a motion was made by Alderman Link, seconded by Koller, motion passed unanimously.

IARWC Interconnection Water System Improvements Engineering Project – Motion was made by Alderman Harber to approve $40,000.00 for planning and engineering (Meco Engineering) to begin for the connection from the master meter from IARWC to the Tower Grove water tower, seconded by Link, motion passed unanimously.

New Business

Angela Verticchio, CPA- Carlinville CPA Group, LTD./ Audit – Angela Verticchio presented the audit for 22-23, a motion was made by Alderman Harber to approve, seconded by LeVora, motion passed unanimously.

Re-Zone 554 Ramey Street – Motion was made to re-zone 554 Ramey Street (American Legion) to commercial by Alderman Ober, seconded by Koller, motion passed with Downey voting nay and Link voting present.

Motion to adjourn was made by Alderman Downey at 6:56 p.m., seconded by Koller motion passed unanimously.
