Macoupin County Board Economic Development Committee met Wednesday, Feb. 7.
Here are the minutes provided by the committee:
I. CALL TO ORDER
PRESENT: Armour, Starr, Blank, Kilduff (Remote), Klausing, Payne, Duncan, Garrison
ABSENT: Rosentreter
Motion by Payne, seconded by Blank to seat Klausing at 5:15 pm. All in favor. Motion carried.
II. AGENDA ITEMS
1. Ordinance Amending Territory of the Macoupin County Enterprise Zone Duncan said the city of Staunton was working to add another piece of property to the enterprise zone. This ordinance would amend the zone to include this property. Kilduff said this property would be turned into additional parking for employees of the new truck stop that is being built by the interstate.
Motion by Kilduff, seconded by Klausing to recommend adoption of the ordinance.

2. Amendment to the Macoupin County Enterprise Zone Intergovernmental Agreement
Duncan said this agreement between the county and all cities and villages that are part of the enterprise zone also is just adding the property near the interstate in Staunton discussed in the last agenda item.
Motion by Kilduff, seconded by Klausing to recommend the intergovernmental agreement.

3. Potential Sale of Property – Trustee Property South of Carlinville
Duncan said the last time this was discussed at the committee, there was a question about if the property could be split from the landfill and the farm ground. The property is in the county's name through the trustee program. The trustee did say it could be split and it would be handled as a sale through the trustee program. Duncan said he did not know how trustee sales work as that is not something his office handled so next month they should get the Trustee and Treasurer present to discuss it.
4. Potential Sale of Property – Business Park
Duncan said that Poggenpol in the business park had reached out to the county wishing to purchase a piece of the business park. This would require getting an appraisal of that property and the minimum the county could accept for the salewould be 80% of the appraisal price. Armour suggested he reach out to Poggenpol and an appraiser to begin the process.
Motion by Starr, seconded by Blank to recommend to the full Board approaching an appraiser to get an appraisal and start the sale process.

5. Solar Building Permit Ordinance
Garrison said that he was coming to get the feeling of the committee regarding the building permit for the solar projects. The Board had approved a resolution directing him to create one. He felt the best course would be for him to create one that mirrored the limits allowed by state statute under the direction of that resolution so it would not need to go back to the full Board. He would also reach out to other attorneys and see if there were any would be willing to meet with the county to see if there were any other options to pursue against the state. He would pay for those fees from one of his special funds.
