City of Centralia City Council met Feb. 26.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday, February 26, 2024, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder; Council Member Castellari; Council Member Fontanez; Council Member Allen, and Council Member Jackson

Absent: None

Staff Members Present: Douglas Hoffman, City Attorney; William Smith, City Manager; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Derek Sherman, Economic Development Director; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Vernell Burris led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

Vernell Burris addressed the City Council regarding the number of traffic accidents occurring in intersections.

A service award recognizing the retirement of Firefighter Captain Chad J. Gormann was presented by the Mayor and City Council.

CONSENT AGENDA

A Motion was made by Council Member Jackson and seconded by Council Member Allen to Approve Items 1-6 of the Consent Agenda.

1. Approval Of The Minutes Of The February 12, 2024 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $864,857.17

3. Receive And Place On File The Treasurer’s Report As Of January 31, 2024

4. An Ordinance Waiving The Application Of Section 20-125(B)(2) Of The Centralia Municipal Code And Approving A Request By The South Central High School Bass Fishing Team To Use Centralia Lake on July 20, 2024

5. Approval of Request to Use Lake Centralia by the Southern Illinois All-Stars Fishing Club For Fishing Tournaments in 2024

6. A Resolution Approving A Landlord’s Estoppel Certificate For A Mortgage In Reference To Lake Lease Site Q-1

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

BIDS

City Manager Smith stated that both items on the agenda for approval of bid was budgeted for in 2024.

City Manager Smith reported that the City has requested bids for the exterior protective coating restoration for a 300,000 gallon elevated water storage reservoir that is located near Kaskaskia College on College Road. He noted that this project includes blasting, washing, and painting the exterior and maintenance of the interior. There were four bids submitted with the lowest bid being from Neumann Co. Contractors, Inc. in the amount of $171,300.00 which is being recommended. He noted that a copy of the bid tabulation and engineer’s recommendation letter was also provided to the Council. A Motion was made by Council Member Fontanez and seconded by Council Member Castellari to Approve Bid From Neumann Company Contractors, Inc. For The Exterior Protective Coating Restoration for 300,000 Gallon Elevated Water Storage Reservoir in the Amount of $171,300.00.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

City Manager Smith reported that at the beginning of each fiscal year staff requests bids for the Asphalt Materials that will be used for Public Works Maintenance. He explained that staff prepared bid documents seeking the sole supplier of 600 tons of bituminous patching mix. He stated that the low and only bid received was from General Contractors in the amount of $60,000.00. He also noted for comparison the cost was $62,000.00 last year. Council Member Fontanez then suggested and confirmed that the amounts would be included in the minutes. A Motion was made by Council Member Allen and seconded by Council Member Jackson to Approve The Bid Received for Bituminous Materials for 2024 Public Works Maintenance From General Contractors.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

Council Member Fontanez noted a recent event he attended that had a group of youth volunteers taking part in the event. He recognized and expressed how happy he is to see the amount of volunteerism taking place within the community.

Council Member Allen thanked several of the City staff members for their involvement to keep the residents in the community safe and noted the recent demolitions and the work in entailed.

Mayor Kuder stated that the City had received the Distinguished Budget Presentation Award recently from The Government Finance Officers Association and recognized the work of the Finance Director and staff for the 2024 budget preparation.

Mayor Kuder recognized the numerous sports teams in the area that are succeeding in basketball this season at all age levels. He wished the Orphans the best of luck as their season continues.

A motion was made by Council Member Fontanez to Adjourn The Meeting.

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:10 p.m.
