Macoupin County Board Finance Committee met March 5.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Payne, Armour, Adden (Remote), Dragovich, Heuer, Kiel, Stayton, Duncan, Boehler

II. AGENDA ITEMS

1. FY 2023-2024 Mid Year Budget Review

Duncan discussed the mid year budget review. For the General Fund, on the expense side, they could see some departments were above the 50% mark or below. The officials and department heads who had spoken to him said they felt comfortable with their budget this year. On the revenue side, the county had brought in significantly more than the 50% mark, but that was a little bit deceiving since we had already receipted in the full property tax distribution. Duncan again pointed out that the sales tax, income tax line items were coming in just a little better than the projection, but down significantly from the past few years so there would not be a significant amount of additional money at the end of the year from those items. It was going to be a very close year.

Payne said Kahl had discussed with him that his budget would need adjusted since it did not have any money for the upcoming contract increases now that it has settled. Stayton said this would be taken care of. Duncan asked if he had mentioned jail medical or court security since both of those items were already significantly over budget. Payne said he did not.

2. Resolution Regarding Transfers to Tort Liability

Duncan said that the tort liability fund needed more money to pay our premium this year due to the increase. This resolution would increase the sales tax and personal property replacement revenue projections by $100,000 each and

authorize a $200,000 transfer from the General Fund to the Tort Liability Fund. There would also be $117,000 deposited into the fund once Public Health pays for their premium. They had requested additional information before paying.

Motion by Stayton, seconded by Armour to recommend the resolution.

3. Quarterly Work Comp and Liability Insurance Review

Duncan said he had emailed out the quarterly work comp and liability insurance review packet as it was lengthy for the committee to review.

4. American Rescue Plan Funding Update

Duncan passed out an updated sheet that just showed the projects that were not completed yet in terms of American Rescue Plan funding. There was a discussion about trying to get as much as possible of the funding spent before the end of the fiscal year to try and avoid future single audits.
