City of Assumption City Council met March 6.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor Derek Page who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Gary Nelsen, Selena Reed, Kandy Smith, Donny Walden and Ross Workman. Also, present were Mayor Derek Page, Attorney Stephen Hedinger and City Clerk Janet Waller. Absent was Alderperson Travis Sullivan and Treasurer Angel Palmer.

Present in the audience were Joyce Throneburg, Engineer Ron Legner from Chastain’s, Julie Holthaus, Brent and Wendy Wallace from Wallace Refuse and Disposal, Reg Ankrom and Boy Scout Dez Fringer.

Council Member Smith, seconded by Council Member Workman, made a motion to approve the minutes of February 7, 2024 City Council Meeting. Motion carried with Alderpersons Nelsen, Reed, Smith, Walden and Workman voting aye and 0 nays. Sullivan was absent.

Approval of Bills:

Council Member Workman, seconded by Council Member Nelsen, made a motion to approve the payment of bills as they appear on Warrant Sheets. Motion carried with Alderpersons Workman, Walden, Smith, Reed and Nelsen voting aye and 0 nays. Sullivan was absent.

Public Comments on Agenda Items:

Communications from the Mayor:

April 27 is Conner Rowcliff Clean Up Day.

May 25 will be the Conner Rowcliff Memorial Color Run.

Work has started on the subdivision.

Flowers were sent to the family of Daniel Tallman. Officer Tallman was an Assumption Police Officer in 2016.

There will be Easter Egg Hunts for the adults, teens and the little kids in the near future.

Mayor Page reminded everyone to be careful when driving as kids are out playing since the weather has warmed up.

The closing on the land for the Waterplant will be on Monday, March 11, 2024.

A resolution for the Conner and Keegan Memorial Highway will hopefully be voted on in the Capitol in the next few weeks to name Rt 51.

Communications from the City Attorney:

Attorney Hedinger will address things as we go over the agenda.

Under New Business:

Engineer Ron Legner gave an update on the Watermain Project. The crew should be back on site next week. They will be working in the area of Locust and Poplar.

Sanitary Sewer Phase 2 continues working in the area of St John’s, North Street and to Leafland.

The Water Treatment Plant will be advertising bids next week and will approve the bids at the May council.

Motion to approve Sanitary Sewer Project

Petersburg Pay Request $162,069.27

Loan Disbursement $176,253.54

Total $338,322.81

Council Member Walden, seconded by Council Member Nelsen, made a motion to approve the pay request and loan disbursement for the Sanitary Sewer Project for a total of $338,322.81. Motion carried with Alderpersons Nelsen, Smith, Reed, Walden and Workman voting aye and 0 nays. Sullivan was absent.

Motion to approve Chastain invoices:

8493-11 Advisory Services $665.60

6886-51 Sewer Separation Phase 2 $14,184.26

7644.01-20 Water System Improvements Phase 2 $1,177.91

7644.02-14 Water System Improvements – Lead Service $823.83

7644-44 Water Improvements – Water Plant Addition $14,530.21

Total Amount $31,381.81

Council Member Walden, seconded by Council Member Workman, made a motion to approve the Chastain invoices listed above for a total of $31,381.81. Motion carried with Alderpersons Walden, Nelsen, Smith, Workman and Reed voting aye and 0 nays. Sullivan was absent.

Reg Ankrom updated the council on the Electrical Aggregation Contract Amendment.

Council Member Reed, seconded by Council Member Smith, made the motion to approve the amendment to the master agreement to provide electric generation supply and related services by and between the City of Assumption and Illinois Power Marketing LLC D/B/A Homefield Energy. Motion carried with Alderpersons Smith, Walden, Workman, Reed and Nelsen voting aye and 0 nays. Sullivan was absent.

Council Member Smith, seconded by Council Member Workman, made a motion to renew General CD 16432 for $140,000.00. Motion carried with Alderpersons Reed, Walden, Smith, Workman and Nelsen voting aye and 0 nays. Sullivan was absent.

A preliminary resolution was reviewed by the council for the Architectural Committee. Council Member Reed, seconded by Council Member Walden, made a motion to approve Resolution 2024-1 for the Architectural Committee. Motion carried with Alderpersons Nelsen, Reed, Smith, Walden and Workman voting aye and 0 nays. Sullivan was absent.

Mayor Page announced the Architectural Committee Members. The 4 year term members are Dan Davis representing Zoning and Donny Walden representing the City. The 2 year term members are John Holthaus and Joyce Throneburg. The City Clerk will be a permanent member of the committee. Council Member Reed, seconded by Council Member Workman made a motion to approve the members of the Architectural Committee. Motion carried with Alderpersons Workman, Smith, Reed and Nelsen voting aye and 0 nays. Walden abstained and Sullivan was absent.

The approximately price for the rock for the streets will be $15,000.00. Council Member Smith, seconded by Council Member Walden, made a motion to approve $15,000.00 for the rock for the streets. Motion carried with Alderpersons Nelsen, Smith, Reed, Walden and Workman voting aye and 0 nays. Sullivan was absent.

Mayor Page noted the air compressor at the City Shed was repaired by GAB Electric.

The Motor Fuel Tax for 2024 will be $55,000.00. Council Member Smith, seconded by Council Member Reed, made a motion to approve the MFT Program for 2024 for $55,000.00. Motion carried with Alderpersons Reed, Walden, Smith, Workman and Nelsen voting aye and 0 nays. Sullivan was absent.

A sidewalk will be replaced starting at 127 N Chestnut and going North until $10,000.00 is depleted. Council Member Workman, seconded by Council Member Walden, made a motion to approve $10,000.00 for sidewalks starting at 127 N Chestnut and going North as far as possible until money depleted. Motion carried with Alderpersons Walden, Nelsen, Smith, Workman and Reed voting aye and 0 nays. Sullivan was absent.

The approximate cost of mosquito spray will be $2,000.00. Council Member Reed, seconded by Council Member Workman, made a motion to approve mosquito spray for $2,000.00. Motion carried with Alderpersons Workman, Walden, Smith, Reed and Nelsen voting aye and 0 nays. Sullivan was absent.

3 new batteries for $135.00 each and a charger for $50.00 is needed for the Police Department. Council Member Workman, seconded by Smith, made a motion to approve 3 new batteries at $135.00 for each and a $50.00 charger for a total of $455.00. Motion carried with Alderpersons Nelsen, Reed, Smith, Walden and Workman voting aye and 0 nays. Sullivan was absent.

Mayor Page asked the council to approve a 1 time payment for $14,040.00 to Wallace Refuse and Disposal from the RHG fund. Council Member Walden, seconded by Nelsen, made a motion to approve the 1 time payment of $14,040 to Wallace Refuse and Disposal from the RHG Fund. Motion carried with Alderpersons Smith, Walden, Workman, Reed and Nelsen voting aye and 0 nays. Sullivan was absent.

Council Member Reed, seconded by Council Member Walden, made a motion to approve payment of the list Subdivision Invoices for a total of $33,539.00. Motion carried with Alderpersons Workman, Walden, Smith, Reed and Nelsen voting aye and 0 nays. Sullivan was absent.
